INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) AND ANALYTICS MANAGER Position Reports to: Chief Information Officer Status: Permanent Position Remuneration: R887 889.65 per annum (TCTC) Reference no: (NCT23/ICTAM-001) Job Purpose: To manage, implement and support the ICT Applications, Systems, and Network Infrastructure under the direction of the Chief Information Officer to ensure that all ICT processes and systems support in terms of the ICT business applications complement the NCT’s overall needs, objectives, and strategy. Requirements: •B Degree or equivalent in Information Technology. •Knowledge of COBIT, ITIL Foundation, and MCSE/MCITP is essential. •Sound understanding and experience in ICT Governance. •Knowledge of Databases and programming concepts. •Five (5) years of experience in an ICT environment, of which 3 must be at the management level. •Good understanding of the development and implementation of IT strategy, governance, system design, architecture, and business processes. •Sound understanding of ICT applications design, development, testing and deployment. •Sound understanding, experience and knowledge of ICT project management and the Software Development Life Cycle. •Knowledge of the Public Finance Management Act (PFMA), and Treasury Regulations will be an added advantage. •Good troubleshooting, data analysis, and ICT software development skills using Microsoft development tools and good verbal and written communication skills. •A good understanding of the Microsoft Windows/Network infrastructure environment, Microsoft database technologies SQL, and SQL Server reporting services. •Strong ICT technical skills, preferably in a Microsoft environment. •Ability to communicate effectively at all levels, be goal-oriented, be able to work under minimal supervision, and meet deadlines. •Must be able to work in a team environment. •Able to maintain confidentiality concerning NCT data and operating systems. Key Responsibilities: The successful applicant will be required to: •Contribute to implementing effective ICT strategies, plans, policies, and systems following the overall NCT business strategy, enterprise architecture, and ICT governance framework. •Ensure all ICT solutions are aligned to the Tribunal standards set out in the NCT policies and governance frameworks. • To ensure that disaster recovery and backup processes are effective. • Ensure patch management implementation. • Proactively administer backup and recovery operations. • Assist with monitoring external ICT service providers to ensure they deliver the required services per SLA contracts. • Monitor all critical aspects of the ICT network and infrastructure continuously. • Troubleshoot all technology issues, maintain and repair as required, and monitor security. • Advise staff and management of security breaches. • Manage all security aspects of retained electronic information with the CIO. • Provide expertise to resolve technical problems for the NCT-developed applications at an application, database, networking, and hardware level. • Provide systems design and programming expertise to support and continuously improve NCT deployed ICT business applications, particularly emphasising the Case Management System. • Contribute to implementing business plan outputs, risk actions, and audit findings and ensure that audit findings are addressed accordingly. • Contribute to preparing monthly and quarterly reports relating to the business unit with supporting performance information and provide recommendations to the CIO. • Develop and present ICT-related workshops and events for the Tribunal. • Initiate and manage procurement processes for ICT in consultation with the CIO. • Provide guidance and training to the ICT Officers and Interns. • Assist with the management and building of the ICT systems infrastructure and its security aspects. • Manage all aspects of change management in line with ICT governance principles. • Provided extensive Project Management skills for all ICT projects, both on the applications and infrastructure side. • Assist the CIO in preparing the Exco, Audit and Risk Committee and ICT governance reports. • Attend the quarterly ICT governance meetings together with the CIO. • Manage the ICT officers’ and interns’ performance and development and effectively manage all other HR-related matters. • Stand in for the CIO when he is on leave or unavailable for a period. • Make recommendations about purchasing technology resources and research current and potential resources and services to the CIO & COO where relevant. • Monitor all ICT systems and recommend when systems are unreliable, new or more efficient technology is available.
