NATIONAL ARTS COUNCIL OF SOUTH AFRICA (NAC) INVITATION TO SERVE ON THE NATIONAL ARTS COUNCIL HUMAN RESOURCES COMMITTEE Main purpose: To assist Council and management in development and oversight of compensation and human resources strategies practices and policies. Description ▪ The National Arts Council of South Africa (NAC) is a Schedule 3A Public Entity in terms of the Public Finance Management Act (PFMA). The NAC is governed by the National Arts Council Act 56 of 1997 as amended by the Cultural Laws Amendment Act 36 of 2001 and is responsible for development of the Arts sector in South Africa. ▪ NAC is seeking to appoint a suitable qualified and experienced person to serve as a member of the Human Resources Committee (HRC). ▪ The Committee is governed by an approved HRC Charter and meets at least 4 times per annum.
Key Responsibilities of the HRC The committee will be expected to satisfy itself that NAC's human resources management activities are in compliance with relevant legislation and applicable policies. In this regard, the specific responsibilities that the committee will carry out on behalf of t Council are as follows: (i) Review, monitor and make recommendations to NAC Council on the human resources strategy and policies that pertain to staffing, compensation, benefits, and related issues of strategic importance that directly affect NAC's ability to recruit, develop and retain the highly qualified staff needed for it to achieve its mandate. (ii) Advise Council on changes in human resources legislation, practices, and any trends and developments that might require a review of the NAC’s human resources strategy, policies and practices. (iii) Attend to any human resources strategic tasks as may be delegated by Council from time to time Qualifications and Experience ▪ A relevant Post Graduate Degree or equivalent qualification ▪ 5-year HR experience in serving on a public sector governance committee ▪ General experience of at least 5 years in Public Sector Management – at least 5 years) ▪ Good understanding of Corporate Governance, HR Management with specific knowledge of labour relations. ▪ Experience in functioning at a senior level. ▪ Professional Membership is preferable with SABPP and IPM. Remuneration of Human Resources Committee members will be in accordance with rates determined by the National Treasury. Candidates that possess a majority of the listed qualifications and experience will be shortlisted and recommended to be invited for interviews. The interviews are to be conducted by a panel appointed by the NAC Council. It will be the prerogative of the Council to make the final appointment upon recommendation by the Human Resources Committee.
