The recommended candidates for posts on salary levels 11 and upwards shall be subjected to a competency assessment.

MPUMALANGA DEPARTMENT OF COMMUNITY SAFETY, SECURITY AND LIAISON
Post: Director: Management Accounting

Requirements: A Bachelor's Degree in Cost and Management Accounting / Financial Management (NQF level 7). At least 5 years managerial experience at a middle level in the financial management/ auditing environment. A valid driver's Licence. Knowledge: Public Finance Management Act. National Treasury and Provincial Treasury Instructions. Sound knowledge of Budget formulation, bookkeeping services and revenue management and control. Cash Flow management. Knowledge of written and verbal communication. Skills: Problem solving. Decision making. Communication and presentation skills. Interpersonal relations. Computer literacy.
Key Performance Areas: The incumbent will be responsible for management accounting associated Medium Term Expenditure Committee (MTEC) process. Revenue and Expenditure management and control for the entire Vote. IYM and Cash Flow reporting. Management of compilation of the Annual Financial Statements. Coordinate budget adjustment and MTEF input from Programmes (Sub- Programmes and Corridors). Prepare and undertake regular budget bilateral meetings with programmes. Coordinate monthly expenditure meetings with programme managers and keeping minutes. Manage and drive audit processes with the external auditor. Develop quarterly reports for oversight committees. Management of expenditure planning and forecasting. Responsible for integrity of budgeting data and reports. Oversee the capturing of budget data and maintenance of database. Managing bookkeeping services and debtors management. Ensuring that Accounting and reporting requirements are in terms PFMA. Establish filing systems. Staff supervision, training and development. Establish culture of professionalism and good working ethics in the Management of the Directorate.

Requirements: A Bachelor's Degree in Public Administration or equivalent qualification. A Post-Graduate Degree will be an added advantage. At least 5 years managerial experience at a middle level planning and policy experience. Sound knowledge, skills and competencies: Clear understanding of legislations pertaining to government strategic planning processes and policy development. Excellent verbal and written communication skills. Ability to work under pressure and willingness to travel extensively. Decision-making, technical proficiency, networking and building bonds, planning and organising. Familiarity with public service and the way the government functions (PFMA, Public Service Act etc.). Possession of a valid Code B driver's license.
Key Performance Areas: Facilitate and coordinate the development of strategic plan, Annual Performance Plan and Operational Plan. Ensure the alignment of all departmental plans with the Strategic Plan and APP. Coordinate policy development of the department and ensure alignment with national and provincial priorities. Support the development of the community safety plans in line with the Integrated Development Plans of municipalities. Facilitate and coordinate input for the governance and institutional development (POA). Ensure that strategic community safety Plans are aligned with National and Provincial mandates. Facilitate and co-ordinate the monitoring of department and ensure their alignment to plans. Provide Strategic Management Support to the Accounting Officer. Facilitate and coordinate the evaluation of departmental programmes.

Requirements: A Bachelor's Degree or equivalent qualification in Financial or Management Accounting with at least 5 years' experience in a Financial Accounting environment, inclusive of a minimum 3-5 years management/supervisor experience. A valid driver's license (Code B/EB). Proven Knowledge of Accounting standards, Sound knowledge of financial management and accounting processes; Sound knowledge of modern systems of governance and administration; knowledge of Risk Management and Auditing; Sound Knowledge of financial information systems; Financial Delegations; Cash flow. Key Performance Areas: Monitor compliance with all applicable prescripts and regulations. Develop and implement policies and procedures dictating salary administration processes. Provide inputs to the quarterly and annual financial statements (IFS and AFS) and related audit and review processes. Ensure that all outstanding interdepartmental salary receivables are followed up, cleared and reconciled. Provide effective and efficient salary support. Ensure PERSAL exceptions are followed up and cleared. Management and control of the investigation of balances in relevant ledger accounts and ensure that these balances are cleared monthly. Prepare and submit monthly, bi-annual and annual tax reconciliation to SARS timeously including management of SARS payments. Management of IRP5 administration including balancing manual IRP5 totals with amounts paid to SARS and capture manual IRP5's on SARS software. Manage the administration of salary deductions and claim process. Manage service termination procedures. Handle the payment of and overpayment of salaries and allowances including salary recalls. Ensure effective and efficient payroll/salary administration and pay sheet control. Manage monthly reconciliation on pay sheets distributed and ensure that pay sheets are certified as required by Treasury Regulation. Key Performance Areas: Administration of banking and cash flow management. Exercise control over PMG account, departmental ledger, debtors and activity allocations. Ensure that all suspense accounts that must have zero balance at month-end and year end closure are zero to enable the department closes on its own BAS for the month end and the financial year end. Analyse the general ledger and trial balance of the entire department and ensure that all accounts are correctly stated. Ensure that all suspense accounts are cleared. Coordinate and compile quarterly financial statements as well as annual financial statements. Ensure that all officials under DD: Accounts and Bookkeeping responsibility receive necessary training. Monitor and supervise staff.

Requirements: A Bachelor's Degree/National Diploma in Financial Accounting or Management Accounting with at least 5 years' experience in a Financial Accounting environment, inclusive of a minimum 3-5 years management/supervisor experience. A valid driver's license (Code B/EB).
Key Performance Areas: Exercise central control over salary accounts. Deal with the provision of correct budget allocations. Clear PERSAL interface exceptions on BAS. Do PERSAL cheque mapping after each successful (permanent or supplementary) PERSAL run. Do additional PERSAL interface mapping as and when required. Prepare submissions to treasury i.r.o salary accounts. Prepare submissions and submit transfer payments to the batik: Prepare BAS payments for the re—issue of payments to officials and deduction institutions. Manage and monitor salary CONTROL suspense accounts and salary DEDUCTION control suspense accounts. Clear all outstanding amounts on suspense accounts on monthly basis. Do monthly recalculation and reconciliation of employee tax for the preparation and submission of the department's tax reconciliation. Do recalculation of employee tax (with PERSAL) to prevent possibility of tax debt in the future. Handle all salary cheque fraud matters. Develop policies, systems and capacity in regard to the above. Provide support and co—ordinate related decentralized tasks at regional level. Calculate Debt route for former officials.

Requirements: A Diploma for Examiner for Driving Licenses (Grade A) or equivalent qualification. 3-5 years' operational experience as an Examiner for Driving License. Registered as an Assessor from SASSETA or LGseta. A valid code A & EC Driving Licence. Good communication skills (both written and verbal). Clean record at the criminal centre SAPS and be willing to be subjected to criminal verification. Knowledge (understanding) of Natis will be added as an advantage.
Key Performance Areas: Facilitate theoretical and practical training. Develop assessment tool. Conduct assessment according to the Policy Document for Traffic Centres. Be willing to perform any other duties recommended by management of the institution.
