DUTIES: • Advise and monitor end user managers on acquisition procedures that will result in fair, equitable, cost effective, competitive and transparent supply chain management practices. • Identify training needs and arrange for the necessary training interventions to keep the organisation abreast of changes in the regulatory framework. • Procedures for the detection, prevention and reporting of irregular expenditure. • Develop, Maintain and monitor forms and processes to facilitate adherence to the PPPFA, guides and practice notes in all acquisitions of goods and services. • Conduct workshops and put in place other awareness communication platforms for all SCM user departments, the Bid Evaluation Committee (BEC) and Bid Adjudication Committee (BAC) regarding the requirements of the MFMA within the Municipality Supply Chain Management system. • Develop procedures for the incorporation of the BBBEE Act objectives within the supply chain management systems of the municipality. • Initiate policy and procedure reviews to constantly align them to the relevant legislation. • Maintain a database of goods and services normally required by the municipality. • Immediately after the approval of the budgets, ascertain from the unit managers their needs for the services of service providers based on their projects. • Evaluate the applications and register prospective suppliers in the database of prospective suppliers. • Perform a market analysis to ascertain the estimated costs in respect of the unit managers needs and ascertain the manner of acquisition in terms of the SCM policy, for example, RFQ or Tenders. • Prepare a calendar of events for the Bid Adjudication Committee with dates and items to be considered based on the analysis and schedule the BAC meeting dates. • Co-ordinate timely submission of Terms of reference (TORs) to the SCM office prior to submission to the BAC and the CFO. • Preparation of the Standard Bidding Documents (SBD) in respect of each tender. • Attend to queries from prospective bidders. • Schedule and co-ordinate Bid Committee meetings. • Oversee service delivery of the unit so that effective services are provided according to the required performance standards. • Champion new ways of delivery services that contribute to the improvement of the unit process. • Attend to and resolve internal auditor’s queries in respect of Supply Chain Management. • Compile management comments in respect of management letters issued by both internal and external auditors.

DEPARTMENT: INFRASTRUCTURE & TECHNICAL SERVICES MANAGER: PMU (5 Year Performance Contract) REF NO: HR10/03/2023 TOTAL REMUNERATION PACKAGE (TCTC): R1 088 195.44 pa DUTIES: • Primarily responsible to integrate, coordinates and manage project and financially administer MIG/WSIG/PIG and any other infrastructure grant in the jurisdiction of the municipality. • Ensure compliance of projects with all legislation, policies and condition applicable to MIG/WSIG/PIG and any other infrastructure grant. • Project performance and cash-flow review. • Liaise with provincial and national departments through formal regular evaluation progress meetings and on an ad hoc basis. • Ensuring submission of monthly, and quarterly, biannual, annual and ad hoc reports to DLGHS and DWS as determined in applicable legislation or requirements by the MIG, WSIG, PIG any other infrastructure grant’s projects within IDPs and PGDs. • Ensure alignment with all infrastructure grants within the IDP’s and PGD’s. • Manage compliance. • MIG, WSIG, PIG any other infrastructure grant’s projects and extended public works programme (EPWP).
