DIRECTORATE: STRATEGIC PLANNING & ECONOMIC DEVELOPMENT 01 X BUILDING INSPECTOR LOCATION: MODIMOLLE OFFICE • REFERENCE: HRM 06/11/2023 OCCUPATIONAL CATEGORY: Specialised SALARY: R 414 207 TASK LEVEL: 12 CONDITIONS OF EMPLOYMENT: Permanent • The incumbent will be required to sign a performance Management Contract YEARS OF EXPERIENCE: 2 -3 Years relevant experience in technical building related discipline MINIMUM QUALIFICATIONS/ REQUIREMENTS: National Diploma in Technical Building Related Discipline DUTIES OF THE POST: Building Regulations. • Conduct inspections at various stages of construction to check adherence to specifications/ requirements • Visit all work-sites and conduct routine inspections to ensure that there are no illegal construction • Issue notices for unauthorized building works • Worked out scrutiny fee for the proposed building plan by means of calculating the area of the proposed work. • Verify application forms to ensure compliance with the required standards. • Circulation complied plans gets with the various internal departments for comments and evaluation. • The plan has to conform by the National Building Regulations and Standards (Act 103 of 1977) before final approval may be granted. • Update the filling system of plans for inspection purposes and public requirements. • If the proposed building work falls within conservation areas it has to be laid before the aesthetic committee meetings, which takes place monthly for their comments and approval or rejection. DIRECTOR TECHNICAL SERVICES OCCUPATIONAL CATEGORY: • Senior Management ANNUAL REMUNERATION PACKAGE: • Minimum R 935 100. Midpoint R1’068 686. MINIMUM QUALIFICATION: • Bachelor of Science Degree in Engineering/ B-Tech: Engineering; or equivalent. KNOWLEDGE: • Good knowledge and understanding of relevant policy and legislation; • Good knowledge and understanding of institutional governance systems and performance management; • Must have extensive knowledge of the public office environment; and • Must be able to formulate engineering master planning, project management and implementation. ADDED ADVANTAGE: • Certificate of competency as required in terms of the General Machinery Regulations, 1988; or • Registration with a recognised relevant engineering professional body. KEY PERFORMANCE AREAS: • Manage complex civil structures projects from conceptualisation, design contract management, quality assurance and compliance and ensure their proper integration to the municipality’s overall plan (IDP). • Perform financial monitoring through commissioning, operations and maintenance to ensure effective and efficient functioning of the department within the budgetary constraints of the Municipality. • Manage all infrastructure-related grant funding allocated to the Municipality. • Provide professionally advisory to the municipality on project conceptualisation, design project management and implementation. • Oversee the management of all equipment and capital resources to ensure accountability by the department. • Manage all department’s contracts and tenders according to the approval SLA’s terms of reference, letter of appointment and contracted project time lines and as per project brief. • Responsible to ensure proper infrastructure development and planning, project management and administration. • Ensure diligent execution of municipal functions and management of the department in accordance with applicable legislation.
