The appointment will be made in compliance with the provisions of section 82 Local Government: Municipal Structures Act, No. 117 of 1998 & section 57 of the Local Government: Municipal Systems Act, No. 32 of 2000. Appointment will be for a fixed term performance based employment contract aligned to the current term of council. The successful candidate will be subjected to security vetting, competency based assessment over 2-days prior appointment, qualification verification, and reference check. The incumbent will also be subjected to the signing of an Employment Contract on or before assumption of duty, and an Annual Performance Agreements and Disclosure of Financial Interest within 60 days of appointment. The incumbent will be stationed at Metsimaholo Local Municipality’s head office situated in Sasolburg. Remuneration: Metsimaholo Local Municipality is a Category 5 municipality in terms of the categorisation by Gazette No. 43122 of 20 March 2020 and the current upper limit Total Remuneration package applicable is R1 277 473.00 (minimum) / R1 511 803.00 (midpoint) / R1 698 573.00 (maximum) per annum plus 4% remote allowance of the total remuneration package. The offer of remuneration will be determined by the competencies, qualifications, experience and knowledge of the candidate considered for appointment. Qualifications and Requirements: • B Degree in Public Administration/Political Sciences/Social Sciences/Law, or equivalent at an acceptable institution; • The incumbent must have a minimum of 5 years work-related experience at senior management level and have a proven successful institutional transformation record in the public or private sector; • South African citizenship or permanent resident; • Valid driver’s licence; • An incumbent must be a person of honesty and integrity; • The incumbent must be computer literate and have a valid driver’s licence. • A Certificate in Municipal Financial Management Program as prescribed by National Treasury, Government Gazette no. 29967 date 15 June 2007 will be an added advantage. (or else should be obtained within 18 months of appointment) • No criminal record. The incumbent must have the following competencies as per Notice 21 published in Government Gazette no. 37245 dated 17 January 2014: • Strategic Direction and Leadership; People Management; Programme and Project Management; Financial Management; Change Leadership; Governance Leadership; Moral Competence; Planning and Organising; Analysis and Innovation; Knowledge and Information Management; Communication; and Results and Quality Focus. Knowledge: • Advanced knowledge and understanding of relevant policy and legislation; • Advanced understanding of institutional governance systems and performance management; • Advanced understanding of council operations and delegation of powers; • Proven track record of good governance, audit and risk management, budget and finance management; • Ability to be an innovative and strategic leader; • Good facilitation and communication skills in at least two of the three official languages of the Free State. The Municipal Manager, as the Head of Administration and the Accounting Officer reporting to the Executive Mayor, will be responsible for the general performance of the organisation and to manage and direct the administrative and operational aspects of the Municipality in order to achieve the strategic objectives of the Municipal Council. KEY FOCUS AREAS will be: Local Economic Development and Planning, Financial Services, Organisational Development and Corporate Services, Technical and Infrastructural Services, and Social Services. Key Performance Areas: • Carry out the duties of the Municipal Manager as contained in section 55 of the Municipal Systems Act 32 of 2000, and including but not limited to: • The development and management of an economically effective, accountable administration which is equipped to implement the municipality’s integrated development plan, to operate in accordance with the municipality’s performance management system and to understand the needs of the local community; • The management of the provision of services to the local community in a sustainable and equitable manner; • The appointment, training, discipline and effective utilisation of staff; • The promotion of sound labour relations and compliance with applicable labour legislation; • Advising the political structures and political office bearers, managing communications between these parties as well as carrying out their decisions; • The administration and implementation of the municipality’s by-laws and other legislation; • Exercising of any powers and performing any duties delegated by the municipal council and/or any applicable legislation; • Facilitating participation by the local community in the affairs of the municipality; • Developing and maintaining a system for the assessment of community satisfaction with municipal services; • The performance of any other function that may be assigned by the municipal council and as accounting officer; • Responsible for all income and expenditure of the municipality, all assets, the discharge of all liabilities of the municipality, as well as the proper and diligent compliance with applicable municipal finance management legislation.
