In line with Government Notice No. 2760 of 2022 in Government Gazette 47538 dated 18 November 2023 on TRP packages payable to Municipal Managers and Managers directly accountable to Municipal Manager • REF : MM/01/2023 THIS POSITION IS A CONTRACT APPOINTMENT FOR A PERIOD OF FOUR YEARS Requirements: • At least a relevant Bachelor’s degree or a relevant qualification registered on the National Qualifications Framework at a NQF level 7 with a minimum of 360 credits • A post graduate qualification in fields related to public administration will be an added advantage • Compliance with all the requirements as contained in the Municipal Regulations on Minimum Competency levels, Gazette 29967 of 15 June 2007, as amended by Government Gazette No. 41996 of 26 October 2018. The Municipal Manager, as Head of the Administration and Accounting Officer, will be responsible for the general performance of the organization and to manage and direct the administrative and operational aspect of the Municipality in order to achieve the strategic objectives of Council. Key performance areas: • Development and management of an economically effective, accountable administration which is equipped to implement the municipality’s integrated development plan and to understand the needs of the local community • Appointment, training, discipline and effective utilization of staff • Promotion of sound labour relations and compliance with applicable labour legislation • Management of the municipality’s administration in accordance with the Constitution, Municipal Systems Act and other legislation applicable to local government • Administration and implementation of Municipal By-Laws and other legislation • Management of the provision of services to the community in a sustainable and equitable manner • Advise the political structures and political office bearers, managing communications between these parties as well as well as carrying out their decisions • Ensure sound financial management as well as the proper and diligent compliance with applicable municipal finance management legislation • Responsible and accountable for municipal transformation and organizational development • Implement strategic goals of the municipality through co-operation and innovative teamwork • Performance of any other function that may be assigned by the municipal council and as accounting officer. In line with Government Notice No. 2760 of 2022 in Government Gazette 47538 dated 18 November 2023 on TRP packages payable to Municipal Managers and Managers directly accountable to Municipal Manager • REF: LED/01/2023 THIS POSITION IS A PERMANENT APPOINTMENT Requirements: • A Bachelor of Science Degree in Building Sciences/Architect/Bachelor’s Degree in Town and Regional Planning or Developmental Studies, or equivalent • 5 years’ middle management level experience • Have proven successful Professional Developmental/Town and Regional Planning Experience • Project management and Financial skills • Certificate Programme in Municipal Development Management Program (CPMD) in line with Notice 2997 of 15 June 2007 on Municipal Regulations on Minimum Competency Levels will be an added advantage • A valid driver’s licence. In line with Government Notice No. 2760 of 2022 in Government Gazette 47538 dated 18 November 2023 on TRP packages payable to Municipal Managers and Managers directly accountable to Municipal Manager • REF: CSS/01/2023 THIS POSITION IS A PERMANENT APPOINTMENT Requirements: • A relevant Degree (NQFF Level 7) in Public Administration/Management/Law or equivalent qualification registered on the National Qualifications Framework at a NQF level 7 with a minimum of 360 credits • Minimum of 7 years’ work related experience at senior and middle management levels of which at least 2 years’ must have been at senior management level • Proven successful institutional transformation within the public or private sector • Proven track record of managing functions relating to Corporate Support Service or Certificate Programme in Municipal Development Management Program (CPMD) in line with Notice 2997 of 15 June 2007 on Municipal Regulations on Minimum Competency Levels will be an added advantage • A valid driver’s licence. Key performance areas: As the Head of Corporate and Shared Services, the incumbent will take responsibility to the overall performance in the following areas: • Provide strategic leadership in the Corporate and Shared Services Directorate of the Municipality, which includes Human Resources Management, Legal Services, Information, Communication and Technology, as well as Fleet Management • Develop and continuously evaluate the short and long term strategic organisational governance objectives of the Municipality • Ensure policy development, research and compliance • Develop and monitor systems, procedures and processes to ensure correct working operations and practices • Provide committee/secretariat support to Council and its committees • Coordinate the Portfolio Committee meetings and business processes • Undertake overall administration of Council records and archiving to ensure compliance with regulatory framework • Provide legal support and administration, including development/review of municipal by-laws, systems of delegation, legal advice, etc. • Develop and implement the departmental SDBIP • Compile, implement, monitor and report on the departmental budget • Give inputs and support towards preparation of IDP to ensure alignment and efficient performance • Formulate creative solutions to enhance cost-effective and efficiency in the delivery of services and administration of the Municipality • Perform any other function delegated by the Accounting Officer in relation to the department’s roles and responsibilities • Oversee HR policy development implementation and review • Oversee the provision of support to other departments in relation to Corporate Support Services including Human Resources services, legal services, information, communication and technology, administration and fleet management. In line with Government Notice No 2760 of 2022 in Government Gazette 47538 dated 18 November 2023 on TRP packages payable to Municipal Managers and Managers directly accountable to Municipal Manager • REF: COS/01/2023 THIS POSITION IS A FIXED TERM CONTRACT IN LINE WITH TERMS WITH THE OFFICE OF THE EXECUTIVE MAYOR Requirements: • A Grade 12 plus • A Bachelor’s Degree in Public Management/Political Science or equivalent (NQF Level 7) • Good understanding of the political environment • 3 years’ degree in public management administration • 5 years’ demonstrated/related experience of which 3 years’ should be in a supervisory position • Certificate in Finance Management (MFMP) or Certificate in Certificate Programme in Management Development for Municipal Finance (CPMD) in line with minimum competency requirements as per Notice No. R493 in Government Gazette 29967 of 15 June 2007 will be an added advantage • A valid Code EB driver’s licence • Excellent administration skills • Good knowledge of relevant local government legislations • Computer literacy in MS office applications. Key performance areas: • Identify and defend the immediate, short medium and long term objectives/plans, policies and procedures, monitoring tools associated with Section • Manage outcomes with utilization, productivity and performance of personal within the Section • Manage the implementation of financial controls /procedures and provides information to support, financial planning sequences • Give inputs into directorates budget, ensure proper implementation, monitor and report • Manage specific administrative and reporting requirements associated with the key performance and result indicators of the functionality • Oversees the management of the Directorate assets in collaboration with the Assets Management Office • Manage all delegated activities associates with the support of the Executive Mayor, Speaker, Councillors and Traditional Leaders including tracking, implementing and reporting on resolutions related to political office • Provide all the required support of the operations of the Municipal Public Accounts Committee (MPAC) • Provide protocol and VIP protection support to the Executive Mayor at all Financial events of the Municipality • Contribute towards media and press conferences for the Executive Mayor • Manage the development of the content of the Executive Mayor speech and Acting as the Executive Mayors spokesperson • Implement, manage and monitor the section performance management system • Manage departmental policy and by-law formulating and monitor that it is implemented properly • Ensure that the directorate has adequate resources/capacity and capacity to perform its duties.
