MBHASHE LOCAL MUNICIPALITY REF: 4/1/2/6 EXTERNAL ADVERTISEMENT Mbhashe Municipality is a Category B, a grade three Municipality comprising of Elliotdale, Willowvale and Dutywa and surrounding rural areas in terms of the Municipal Structure Act. It is situated in the North Eastern Cape, and is looking for suitably qualified, motivated and committed individuals to fill the following position.
COMMUNICATIONS MANAGER Nature of Employment: Permanent Task Grade: 16 Salary Scale: (R606 705 .00– R787 539.00) Basic qualifications and experience An appropriate recognized three-year Degree/Diploma in Public Administration/Public Relations Management or any other relevant equivalent qualification. Three-year experience in public relations/communications/participation or inter-governmental relations. Valid driver's licence. Computer literacy. Ability to communicate in both IsiXhosa and English. CPMD/MFMP qualification or studying towards the qualification will be an added advantage. Knowledge, skills, and competencies required. Knowledge of municipal systems, processes, and procedures. Understanding of municipal protocol. Be able to interact with various persons of various rankings. Clear understanding of communications and intergovernmental relations. Good project management skills. Ability to work under pressure. Strong analytical and sound report writing skills. Stakeholder relations management. Excellent interpersonal and communication skills. Key Performance Areas Providing general management support to all political office bearers. Prepare speeches for all office bearers whenever there is a need. Managing and attending events, such as ceremonies and official functions, hosted by the Municipality. Liaising with stakeholders at local, provincial, and national government levels. Advising and ensuring compliance on all protocol matters. Conducting research on Mbhashe cultural norms, values and customs and ensure adherence by the municipality. Plan, develop and implement the Communication strategy of the Municipality. Empowering communities with information on government services enabling them to engage on Programs aimed at changing their lives. Managing the municipality wide communication calendar of events including other Public bodies or stakeholders. Promoting and preserving the corporate identity of the municipality. Ensuring crafting and packaging of information, publications and communiques to uphold the image of the Municipality. Coordinate, scrutinize and arrange media statements, briefings and conferences. Manage and arrange corporate events, advance corporate communications and marketing. Maintain inter-governmental relations and organizational protocol. Manage, implement and maintain customer care procedures, centralized complaints service and call Centre operations (Complaints Management System). Ensuring the sitting of the Local Communicators Forum and participating in the District Communicators Forum. Render management and line function administrative support services to the Municipality. Keep abreast of current developments, legislative changes emerging trends and latest technologies in the profession. Drafting of official speeches and documents, including research, fact checking and editing. Managing all planned media conferences including site preparations for events. Managing the establishment of relations with Local media, print, radio and television. Monitoring the uploaded content to ensure compliance to Municipal Finance Management Act calendar. Sourcing responses to media queries by screening topics, and consulting designated senior personnel to enable political principals to respond. Liaise with the community on municipal programmes. Ensure functionality of Ward Committees. Prepare and consolidate Ward Committee reports for the Office of the Speaker, Municipal. Manager and other organs of state. Facilitate outreach programmes for the municipality. Facilitate the IDP public participation process. Develop and implement Public Participation Strategies. Build capacity to the ward committees and public about functions and powers of Local Government. Investigate and advice on service delivery. Develop and assist municipalities in institutionalizing municipal public participation and communication programs to improve public participation in municipal affairs. Build the capacity of municipal elected bodies. Design the mechanisms and provide support to municipalities in conducting public consultations and hearings. Design, initiate and institutionalize customer satisfaction surveys to ensure citizen feedback and to improve service delivery. Develop municipal public participation and communication programs and strategies. Develop and introduce a mechanism and identify key actors for the implementation of municipal public participation and communication. Identify needed assistance, equipment and technologies for the implementation of public participation and communication programs and support the implementation of public outreach program. Build the capacity of municipal elected bodies. Conduct capacity building needs assessment of municipal elected bodies. Design a capacity building program based on the results of the assessment to ensure effective participation of municipal elected bodies in municipal affairs.
