MATTHEW GONIWE SCHOOL OF LEADERSHIP AND GOVERNANCE (MGSLG) BACKGROUND Matthew Goniwe School of Leadership and Governance (MGSLG) is a Section 21 organisation located in Vrededorp, Johannesburg. MGSLG is an entity of the Gauteng Department of Education and was established to research, develop, implement and evaluate cutting edge capacity building programmes in the areas of school governance, leadership, management and teacher development to empower school governors, principals, deputy principals, HoDs and educators for schools in the Gauteng Province. CHIEF EXECUTIVE OFFICER REFERENCE NUMBER: CEO/2023/1 JOB GRADE: E5 DURATION: 5 YEARS FIXED TERM CONTRACT JOB SUMMARY AND REQUIREMENTS The CEO serves as the Chief Executive of MGSLG and, in partnership with the Board, is responsible for the success of MGSLG. Together, the Board and the CEO assures MGSLG’s relevance to the community, the accomplishment of MGSLG’s mission and vision, and the accountability of MGSLG to its diverse constituents. The Board delegates responsibility for management and day-to-day operations to the CEO, and s/he has the authority to carry out these responsibilities, in accordance with the direction and policies established by the Board. The CEO provides direction and enables the Board as it carries out its governance functions. KEY PERFORMANCE AREAS AND RESPONSIBILITIES ● To ensure strategic leadership to the organisation. ● To be accountable for all business operations. ● To be accountable for all financial performance of the organisation. ● To ensure service delivery to customers of MGSLG. ● To enhance the role of MGSLG within the sector through efficient and relevant programmes. ● To report to the Board of Directors, the Chief Executive Officer will provide strategic leadership and development to the MGSLG. ● To establish and maintain strategic and operational management of the school and its resources, while leading and managing a team of highly skilled professionals. ● To establish and sustain partnerships with relevant stakeholders for capacity building in the various divisions within MGSLG. ● To develop business models that will ensure sustainable programme delivery. ● To set up and maintain project and performance management frameworks as well as monitoring, evaluation, and reporting systems. ● To set up and maintain information and administrative systems ● To set up and maintain appropriate financial systems and ensure accountability to the Board of Directors ● To deliver business efficiencies and innovations in pursuit of best practice standards, including local, national and international partnerships that will enhance delivery of the stated programmes. QUALIFICATIONS, SKILLS, EXPERIENCE AND ATTRIBUTES ● Honours Degree in Education, Business Administration, and/or related Human Management Degrees. Master’s degree in education, Business Administration and or related management Degrees will be advantageous ● The incumbent should have a working knowledge of this type of organisation, enabling the job holder to manage teams of professionals / managers, and staff across all functional areas within the business. ● The incumbent should also have about 10 years of experience in the relevant or related educational or HRD fields with previous management experience in managerial and strategic planning. 8 years of those 10 years of experience should be in managerial and strategic planning at an executive management level. HEAD: CORPORATE SERVICES REFERENCE NUMBER: HCS/2023/1 JOB GRADE: E1 DURATION: 5 YEARS FIXED TERM CONTRACT JOB SUMMARY AND REQUIREMENTS To ensure efficient strategic support for the branch and the institution. To lead and provide high quality Corporate Services for MGSLG in the areas of information technology, human resources and remuneration, facilities and infrastructure management. KEY PERFORMANCE AREAS AND RESPONSIBILITIES ● Lead the organisation in providing best practice in human resources and development initiatives. ● Develop institutional strategies for ICT, HR and Remuneration and Built environment. ● Develop organisational policies for ICT, HR and Remuneration and Built environment Leads and ensures implementation of effective the remuneration policies and systems ● Ensure and support an effective payroll information system and function ● Ensure the implementation of the ICT strategies and interventions ● To lead and support planning and implementation of facilities management initiatives that will ensure the delivery of valued and quality service focused on enhancing organisational efficiency and effectiveness. ● Providing leadership in developing and promoting a learning organisation focused on its people, the organisational culture and continuous improvement and learning initiatives and systems. ● Develop policies and strategies for workforce planning, staff attraction, retention, reward and wellness. ● Ensure the development and implementations of Built Environment plans and an effective maintenance and optimum utilization of facilities QUALIFICATIONS, SKILLS, EXPERIENCE AND ATTRIBUTES ● Honours Degree in HRD, HR Management, Administration or relevant Honours Degree with similar requirements. A Master’s Degree in HRD, HR Management and Administration will be advantageous. ● The incumbent should have high level expertise in understanding of the different specialist areas within the function include, human resource management, human resource development, payroll management, facilities and security management, information technology management. ● The incumbent should also have about 6 years of experience in the relevant fields with experience in managerial, operational, and strategic planning.
