DIRECTOR COMMUNITY SERVICES To be stationed in Wolmaransstad PERMANENT EMPLOYMENT Remuneration ranges from minimum R907 864, mid-point R1 037 559 and maximum R1 150 465 (per annum) including 4% rural allowance as per Government Gazette No. 47538 dated 18 November 2022 REQUIREMENTS: QUALIFICATIONS (Minimum Qualifications and Related requirements) • Bachelor Degree in Social Sciences /Public Administration/Law; or equivalent ADDED ADVANTAGE • Registration with the South African Council for Social Service Professionals (SACSSP), or similar recognised relevant professional body. WORK EXPERIENCE AND KNOWLEDGE • At least five (5) years relevant experience at a middle management level; and have proven successful institutional transformation within public or private sector. KNOWLEDGE The candidate will be expected to demonstrate: • Good knowledge and understanding of relevant policy and legislation • Good Knowledge and understanding of institutional governance systems and performance management system; • Understanding of council operations and delegation of powers, as well as - Health service management; - Cemetery management; - Public safety and; - Park and recreation management; KEY PERFORMANCE AREAS Provide strategic direction and monitor the implementation of strategic objectives of the department; Responsible for community services functional areas, namely health service management, cemetery management, public safety (which includes traffic management, security management and law enforcement), waste management, parks and recreation management and library services; Ensure cost effective management of the directorate’s budget and timely implementation of Council resolutions related to the department; Oversee the development and review of relevant policies and strategies on matters relating to the directorate; Ensure that the activities of the directorate are aligned to the IDP and facilitate performance management of the directorate. WORK EXPERIENCE AND KNOWLEDGE At least five (5) years relevant experience at a middle management level; and have proven successful management experience in administration. KNOWLEDGE The candidate will be expected to demonstrate: i. Good knowledge and understanding of relevant policy and legislation ii. Good Knowledge and understanding of institutional governance systems and performance management system; iii. Good knowledge of corporate governance support services including: - Human Resources Development; - Human capital management; - Legal services; - Facilities management; and - Information communication technology and - Council support iv. Good knowledge of supply chain regulations and the preferential procurement policy framework Act, 2000 (Act no. 5 of 2000) v. Good governance; vi. Labour Relations Act, and other labor related prescripts; vii. Legal backgrounds and human capital management viii. Knowledge of coordination oversight of all specialized functions KEY PERFORMANCE AREAS The successful incumbent will be accountable to the Municipal / Accounting Officer and be responsible for the following: Provide strategic direction to the Corporate Services Directorate. Responsible for development organizational policies and procedures. Be accountable for the execution of all resolutions of the municipality as well as be accountable for the general supervision, control and efficiency of the directorate. Formulate support and implement the strategic goals of the municipality in order to give effect to the Integrated Development Plan (IDP). Participate in strategic management of the Municipality by advising the Municipal Manager on issues pertaining to Corporate Support Services Directorate. Ensure that municipal Performance Management System is fully implemented in the Municipality. Provide advice and support to Council and other Office Bearers on all functions of the Directorate. Ensure effective management of the Directorate and the following sections: Human Resource Management & Development, Legal Services, Payroll Administration and Admin & Support Services. Provide visionary and innovative leadership to a diverse workforce, to ensure optimal utilization of the Council’s resources in terms of implementing its strategic objectives articulated in the IDP and in the fulfilment of its statutory mandate. Integrate functional output with other directorates.
