A minimum of five years relevant experience at a senior management level and have a successful institutional transformation within the public or private sector. Appointment of staff other than those referred to in section 56(a) of the Systems Act, subject to the Employment Equity Act, 1998 (Act No. 55 of 1998). Management, effective utilization, training and maintenance of staff discipline. Promotion of sound Labour Relations and compliance by the Municipality with applicable labour legislations. Advising the political structures and political office bearers of the municipality. Managing communications between the municipality’s administration and its political structures and political office bearers. Carrying out decisions of political structures and political office bearers of the Municipality. Administration and implementation of the municipality’s by-laws and other legislation. Facilitating participation by the local community in the affairs of the municipality. Developing and maintaining a system whereby community satisfaction with municipal services is assessed. Performance of any other function that may be assigned by the municipal council. Advising senior managers and other officials in the exercise of powers and duties assigned to them in terms of section 78 or delegated to them in terms of section 79 of MFA. Must perform budgeting, accounting, analysis, financial reporting, cash management, debt management, supply chain management, financial management, reviews and other duties as may in terms of section 79 be delegated by the Accounting Officer. Municipal Finance Management Programme Competency Certificate will be an added advantage. DIRECTOR ECONOMIC DEVELOPMENT & PLANNING CONTRACT : PERMANENT POST REF. NO. : 294EDP001 REMUNERATION PACKAGE : R827 289. 00 – R 1 011 131. 00 per annum LOCATION OF THE POST : Post is based at the Municipal Offices, in KwaMaphumulo Basic Qualifications and Experience A recognized Degree in Building Sciences/Architect/Rural development / Town and Regional Planning OR equivalent qualification. Five years middle management experience in public or private with experience in economic development. Fluency in isiZulu and English is an essential requirement. A valid unendorsed Code 08/B driver’s licence and computer literacy is a must. Municipal Finance Management Programme Competency Certificate will be added advantage. Project Management Certificate and registration as a Professional Planner in accordance with the Planning Profession Act, 2002, (Act No. 36 of 2002) will also be an added advantage. Knowledge, Skills and Competencies Required: Knowledge and understanding the relevant municipal legislation. Sound knowledge of planning and co-ordination skills as well as budgetary and management skills are essential for this position. Ability to develop and implement agricultural related projects and be able to champion rural development related projects. Good knowledge and understanding of institutional governance systems and performance management. Key performance areas The incumbent will be responsible for the planning, organizing, coordinating and control of all activities of the Integrated Development Planning and Local Economic and Tourism sections in order to achieve strategic objectives to ensure optimum service delivery. Budgeting and expenditure control of all departmental projects. Compilation and implementation of the following sector plans:-LED Framework plan, Agricultural sector plan, Tourism sector plan, Integrated Transport Plan. Coordinating and implementing strategic projects identified in the IDP applicable to the Development and Planning Department. Coordinating and managing planning issues, planning liaison between the municipality and the district, service providers and the public. Managing personnel and performance levels. Development and implementation of all related policies.
