DEPARTMENT: OFFICE OF THE MUNICIPAL MANAGER MUNICIPAL MANAGER The appointment will be made in compliance with the provisions of sections 54A &57 of the Local Government: Municipal Systems Amendment Act, 7 of 2011. Appointment will be for a fixed-term performance-based employment contract aligned to the current term of council. REMUNERATION: Maluti-A-Phofung Local Municipality is a Category 6 and the current upper limit applicable is: Total remuneration package of R 1.464,332 (minimum), R1 705 924 (midpoint), R1 987 402 (maximum) per annum as per Government Gazette No 43122 of 20 March 2020. REQUIREMENTS:AB degree in PublicAdministration/Political Science/Social Sciences/Law or equivalent from an acceptable institution. OTHER REQUIREMENTS: The appointed candidate must be a South African citizen or permanent resident with no criminal record. He/she must be in possession of a valid driver's licence (Code 08 (EB) and a suitable vehicle for proper performance of his/her functions; willingness to work irregular hours with extensive travelling; compliance with limitation of political rights as contained in Municipal Systems Amendment Act, No 7 of 2011. A Certificate in Municipal Financial Management Programme/ Programme in Management and Development for Municipal Finance (MFMP/ CPMD) as prescribed by National Treasury, Government Gazette no 29967 date 15 June 2007 will be an added advantage. EXPERIENCE: A minimum of 5 years’ local government experience at Senior Management level, proven successful institutional transformation record in the public or private sector. KEY PERFORMANCE AREAS: • Carry out the duties of the Municipal Manager as contained in section 55 of the Municipal Systems Act 32 of 2000, and including but not limited to: An economical • effective • efficient and accountable administration. Managing the municipality’s administration in accordance with the Municipal Systems Act and other legislations applicable to local government. Implementing the municipality’s Integration Development Plan (IDP), and monitoring progress with the implementation of the plan. Managing the provision of services to the local community in a sustainable and equitable manner. Appoint staff other than those referred in section 56 of the Municipal Systems Act. Maintaining discipline of staff, promoting sound labour relations and compliance by the Municipality with applicable labour legislation. Advising the political office bearers. Developing and maintaining a system whereby community satisfaction with municipal services is assessed. Implementing National and Provincial legislation applicable to the municipality, and performing other function that may be assigned by the Municipal Council. Administering and implementing the Municipal By-laws and other legislations. Being responsible for all income and expenditure of the municipality, all assets, the discharge of liabilities and proper diligent compliance with applicable municipal finance legislations. Midpoint R 1.415.047 Maximum R 1,596.747) A five (5) year fixed term contract Requirement: South African Citizen or permanent resident. Bachelor Degree in Planning, Social Science or equivalent qualification; Certificate in Municipal Finance Management; Minimum 5 years' experience at middle /Senior Management level. Good knowledge and understanding of a council operations and delegations of powers system. Membership of a recognised relevant professional body would be an added advantage. A valid code B Driver's License. Key Performance Areas: • Development planning including Integrated Development Plan, Spatial Planning and Land-use Management. • Developing and managing GIS • Building Control services. • Facilitate and manage the provision of decent housing and accommodation to rate payers within the municipality. • Identify and provide strategic leadership for the need for formal and informal housing project. • Provide community development ( housing services) • Liaise with the community, government departments and other stakeholders for purpose of planning and developing housing projects. • Provide resourceful leadership for housing project from government authorities, private developers and banking institution. • Administer, implement and manage all the housing legislation • Management of all rental stock • Invasion control • Facilitate the planning and control of functions of budget in the Directorate. • Oversee and manage smooth running of activities in the Directorate and cross boarder integration of service • Manage, revise and implement policies, procedure and by-law Budget preparation, compilation of all requisite report, responsible for departmental performance Management system, leading and managing staff regulation and all resources.
