MAGALIES WATER EXTERNAL ADVERTISEMENT PAYROLL MANAGER (P7) Total Cost to Company Package: R735 252 per annum The successful candidate will be reporting to the Finance Manager, based at Head Office in Rustenburg and will be required to: Develop, update, implement and maintain payroll policies and procedures; Interprets organizations policies and government regulations affecting payroll activities and implements to ensure adherence; Review the input of personnel records to determine correct rates of pay and deductions of newly appointed employees on the payroll system; Review compilation and preparation of other payroll data such as pension, insurance and medical aids payments; Review new and changed remuneration rates on the payroll system to ascertain the validity and accuracy thereof; Direct and review capturing of remuneration information according to the organization’s remuneration policies; Review and approve payroll deductions; Direct the preparation of all monthly payments including salaries and Board Committee claims; Maintain employee confidence and protects payroll operations by keeping information confidential; Review outside service providers as well as periodic governmental and tax reports such as quarterly labour statistics and IRP5’s; Ensure all reconciliation and statutory reports are done timeously, including tax year end; and Review and approve all the monthly, bi-annual and annual submissions and returns to SARS and other regulatory authorities. In order to be considered for appointment, candidates must have: ● National Diploma (NQF Level 6) in Human Resources/Payroll/Finance ● Payroll Certificate ● 5 years’ experience in payroll environment of which 3 years should be at managerial level ● Knowledge of PFMA, Treasury regulations and Financial Principles ● Experience in SAGE 300 Premier ● valid driver’s license ● Strong interpersonal, analytical and problem solving skills. Operating as a member of the Executive Committee, reporting directly to the Chief Executive and based at Head Office in Rustenburg, the successful candidate will be required to lead and manage the following functions: Participate in the development and implementation of long, medium-and short-term strategic plan for the organization; Develop and implement a strategic plan for the Corporate Services Division to ensure achievement of corporate objectives; Oversee budget for Corporate Services Division and control expenditure; Compile directives advising management of Board decisions for implementation; Evaluate office productivity, revise procedures, and/or devise new systems/procedures to improve efficiency of workflow; Review administrative and personnel records to ensure completeness, accuracy, and timeliness; Consult with representatives on all legal matters with a view to advises EXCO and the Board; Advice Board and Executive management on all aspects concerning legal rights, obligations, and privileges thereby ensuring that servitudes on plants, reservoirs and pipelines are registered to enable free access for maintenance teams to perform maintenance work; Support CEO in negotiations with outside agencies when required; Support CEO in matters such as attending to and resolving queries from consumers and attending to inquiries from members of the public to enhance the image of the organization; Negotiate with financial institutions to establish loan schemes for employee benefits finance such as housing and vehicles to enhance benefits structure; Negotiate with trade unions on recognition agreements, wage increases and resolving of industrial disputes to improve relationships; Liaise with administrators of the retirement fund on all matters regarding the fund such as arranging of trustees meetings, retirement of members and benefit payments to ensure effective functioning; Study all Government Gazettes to determine impact of new legislation on the organization, compiles submissions for organizational changes required for internal consultation and submits to CEO and Board; Compile and present information to management and staff regarding corporate policies and practices to ascertain adherence; Ensure that records of all corporate transactions such as servitudes registers, negotiations conducted and outcome thereof for reporting to CEO and Board are kept; Oversee and manage Records Management; Oversee and manage the development and implementation of corporate human resources policies and procedures and coordinates human resources activities such as employment, compensation, labour relations, benefits, and employee services to meet strategic objectives; Direct and oversee all human Capital development activities i.e. Learnership programme, internship program, HIV’ Aids Wellness Program (EAP), ABET, EE in the Workplace, Management and leadership development programme, bursaries and skills programs; Manage the rendering of a comprehensive ICT service to the organization to ensure the accurate representation of assets and facilitating of business processes; Oversee employee relations programmes of the organization; Direct the establishment and promotion of the implementation and maintenance of a safe, accident free, and healthy work environment; and Serves as Principal Officer of the Magalies Water Pension Fund and manage all aspects related to the smooth functioning of the fund. Requirements: Bachelor’s degree; plus, Post-graduate Business Management /Public Administration qualifications; plus 10 years work experience of which 5 should be at senior management in the similar role. A Master’s Degree will be an added advantage. Mobilizing financial resources for the funding of the entity. Qualifications and Experience: B Com Degree with Accounting as major, plus B Comm Honours or CIMA qualification, A Chartered Accountant (CA) (SA) qualification, plus 10 years work experience of which 05 years should be at senior management in the similar role.
