EXECUTIVE MANAGER: LAND & PROPERTY DEVELOPMENT An opportunity exists within LEDA for an Executive Manager: Land & Property Development for a 5-year fixed term contract. This position reports to the GCEO. KEY PERFORMANCE OUTPUTS Provide property and facilities management, property development, property-asset management services, land acquisition and stewardship. To develop strategies for land and property management in order to create value for both the Shareholder and LEDA Develop strategies for leveraging LEDA`s properties/assets to develop new facilities and infrastructure Design strategies to attract new credible tenants and Industrialists Review existing national and provincial industrial policies with the view to refining them to suit the specific conditions of Limpopo and to capitalize on the competitive advantages of the province. Market the province’s industrial opportunities among potential local and international industrialists through among other things an annual industrial convention, industrial support services, industrial exhibitions, etc. Working with other development institutions coordinate the development of infrastructure in support of the land and property management and industrial hubs provide leadership for the project teams responsible for the development of the land and property management Create the framework for and develop an operational plan for a Property development fund. Initiate the capitalization of the fund and develop the funding criteria. Compliance with regulatory framework and policies Align Property development strategies with the overall LEDA strategic direction by ensuring compliance with all company policies and operational procedures. Adopt policies and measures that will vitalize industrialisation. Ensure adherence to good corporate governance through prudent financial management, enhancing viability and sustainability of projects. Adopt and enforce sound investment regulations. Establish, manage and evaluate Property development projects and programs in alignment with the LEDA strategy Develop and manage timelines for various projects / activities to ensure strategic plans and critical development processes are carried out in a timely manner Lead and identify designated areas in underdeveloped and rural regions of the province with untapped economic growth potential and a high need for employment creation opportunities, downstream economic development and basic services. Develop reporting frameworks to monitor and evaluate land and property development programs and projects. Identify and initiate high impact programs and projects for Industrial development and priority growth sectors. Develop and maintain project portfolio composition to ensure an optimal mix of projects for reindustrialisation. Establish processes for establishing a fund to provide for long-term financing for approved site servicing, bulk infrastructure and on-going business development, such as feasibility studies. Identify economic activities, in particular, the diversification of industrial production in order to cater for credible tenants. Facilitate the research and investigation necessary to optimize the property development potential of the relevant sectors within the province. Transforming local opportunities into realizable projects and programmes through the coordination of viability studies, business planning, funding structuring, partner identification, etc. Resource Optimisation Promote the effective mobilization of resources, innovation, product improvements and competitiveness. Develop detailed plan within framework of organisational processes, capital expenses, resource availability, and developments in external environment. Ensure compilation of budgets in accordance with budget policy and regulations. Effective management of budgets (expense & capital), status reports and scheduling for projects. Maintain and motivate staff and ensure exceptional performance. Oversee and resolve key management issues Build and lead the performance of the property development team. Forge and maintain stakeholder relations Seek and develop stakeholder relationships Build and strengthen relationships with relevant stakeholders. Collaborate with other organizations including researchers, funders, industrial associations, business formations, etc. Forster partnerships to build competitiveness of existing and emerging enterprises for 100% occupation of the properties. Building networks and alliances between potential investors both locally, nationally and internationally. Keep abreast with latest trends and best practices in property development and management MINIMUM REQUIREMENTS Relevant Postgraduate qualification (Ideally MBA or any relevant M. SC/ B. SC (Civil Eng) or B. Eng (Civil) 5 years’ experience at Executive level. At least 8 years industrial and/or financial services experience. A deep understanding of Industrial and Property Development would be advantageous. Experience of working with cross-functional teams Experience in preparing and presenting business plans and proposals People Management – soundtrack record of effective people management and motivation skills. KEY PERFORMANCE OUTPUTS Plan, review and implement LEDA strategies, Accounting Systems and Procedures Lead and Develop Group LEDA Strategies, Design, implement and monitor processes and procedures around the creation, monitoring and reporting indicators and tools Design and implement a monitoring framework to track delivery of programmes and projects and sustain growth Design, develop, and rollout programme quality guides, standards, and tools. Contribute to the improvement of global reporting through advising on data collection and analysis. Develop monitoring and evaluation frameworks and general guidelines to support data collection at national and local right programme level. Develop a project Monitoring and Evaluation (M&E) framework, and toolkit, in accordance with the LEDA programme logical framework and expected outcomes. Design an immediate and long-term data collection and analyses mechanism for the M&E system Identify requirements for collecting baseline data and develop programme-specific or project-specific parameters and indicators. Develop quantitative and, where necessary, qualitative performance indicators and targets for programmes and projects. Facilitate and Co-ordinate strategy development sessions Comply with regulatory framework and policies Implement corporate governance procedures, risk management and internal controls Work within established policies, systems, procedures, processes, and practices Comply with relevant legislation Develop and monitor performance standards Adhere to workflow process developed Capacity building Carry out capacity assessments based on LEDA engagement plans Advise Board members on Strategy, Monitoring and Evaluation issues, including quality assurance of programmes prioritizing issues and/or programmes of work of strategic importance to LEDA Ensure that monitoring and evaluation is integrated in relevant capacity building approaches and Conduct capacity assessment on existing monitoring and evaluation systems Develop indicators and a monitoring strategy for projects and programmes Optimum utilisation of resources Create and maintain a budget control system Compile operating budget according to the approved budget cycle Monitor operating and capital expenditure against the approved budget Verify project claims against approved budget amounts Liaise with Project Managers and Divisions regarding project spending and budget deviations Monitor and analyse current operations to develop more efficient procedures and use of resources while maintaining a high level of accuracy Foster a culture of high performance Forge and maintain strategic partnerships Build and strengthen key strategic relationships with key stakeholders. Strengthen intra divisional collaborations. Promote and monitor the profile of the division. Regular review of LEDA’s strategic partnerships. MINIMUM REQUIREMENTS Bachelor’s Degree in finance, public admin, or relevant field Advanced training in Monitoring & Evaluation 3-5 years’ experience at Executive management level At least 5 years’ experience in research or monitoring and evaluation role Experience in the management of diverse projects with competing objectives will serve as a recommendation. Extensive experience in economic development field In depth knowledge of budgeting process Knowledge of programme design (mainly log frame or similar frameworks), monitoring and evaluation knowledge of the Logical Framework approach and Strategic Planning for effective Monitoring and Evaluation Knowledge of economic and accounting principles and practices, the financial markets, banking, and the analysis and reporting of financial data. Knowledge of administrative and clerical procedures and systems Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modelling, leadership technique, production methods, and coordination of people and resources Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
