• Managing and Controlling the Completion and execution of departmental capital and operating budget.
• Ensure Proper administration of the Council’s Delegation System. • Managing the compilation of Council and Valuation Roll and the update there of at relevant intervals permissible by legislation • Providing secretariat Services to Council and it’s committees. • Ensuring legislative, regulatory, policy, practices and operating standard compliance. • Compliance with the minimum regulation on competency levels in terms of the Government Gazette 29967 dated 15 June 2007 will be an added advantage. Salary: Minimum R 972,648 Midpoint R 1,108,275 and Maximum R 1,257,894 EXECUTIVE MANAGER TECHNICAL SERVICES Re-Advertisement Reference number: MM/003 Five (5) years fixed term contract The successful Candidate will be required to sign an employment contract, performance agreement and disclosure of financial interest Minimum Requirements • Bachelor of Science in Engineering/ B-tech: Engineering: or Equivalent. • 5 years ’experience at middle Management level, or as programme/project manager: and • 3-4 years must be at a professional/ Management level engineering Management experience. • Good Knowledge and understanding of relevant policy and legislation. • Good Knowledge and understanding of institutional governance systems and performance Management. • Must have extensive Knowledge of the public office environment: and • Must be able to formulate engineering master planning, Project Management and implementation. • Added Advantage: Certificate of competency as required in terms of the General Machinery Regulations, 1988; or • Registration with a recognised relevant engineering Professional body. • Compliance with the minimum regulation on competency levels in terms of the Government Gazette 29967 dated 15 June 2007 will be an added advantage. Key Performance Areas • Overall Management of Technical Services Department • Providing Support and advice to the Municipal Manager and Council. • Managing the Provision of Engineering Services to the Community in a Sustainable and Equitable Manner. • Providing Water, Sanitation, Electricity, road and Storm Water Sewerage. • Developing a programme for infrastructure Services Delivery within the Lekwa Area in line with the IDP and overseeing it’s implementation. • Managing the operations, Maintenance, Planning and administration of Electrical, water, sanitation, roads and storm water network of the Council. • Assuming the Responsibility as defined in the Occupational Health and Safety Act and the regulations thereof. • Ensuring legislative, regulatory, policy, practices and operating standard compliance. (Local Government: Municipal Performance Regulations for Municipal Managers and Managers directly accountable to Municipal Managers, Published by Notice No.805 of 2006, in terms of Municipal Systems Act) • Relevant Senior Management Experience (Minimum of 5 year) preferably in a government environment, Provincial, National or Parastatal Environment. • Through Knowledge of Government legislation, Policy, Regulation, Standards and Procedures in the Local Government Environment. • Compliance with the minimum regulation on competency levels in terms of the Government Gazette 29967 dated 15 June 2007 will be an added advantage. Key Performance Areas The incumbent will be accountable to the Municipal Manager/Accounting Officer and be responsible for: • Managing of Traffic, Security, Emergency. Fire and Disaster Management. • Management of Activities related to environment, recreation, parks and cemeteries. • Ensure Compliance with by-laws and relevant legislations (health, traffic, fire and disaster management) • Management of the licensing function. • Development, implementation and monitoring a programme for Service delivery in line with the integrated development and planning (IDP). • Management of the budget of the Department. • Management of the staff in the Department. • Ensuring legislative, regulatory, policy practices and operating standard compliance. Competencies • Good Knowledge and understanding of relevant policy and legislation. • Good Knowledge and understanding of institutional government systems and performance management: • Understanding of Council Operations and delegation of powers, as wella) Health service Management. b) Cemetery Management. c) Public safety; d) Parks and Recreation Management Salary: Minimum R 972,648 Midpoint R 1,108,27 Please Note: 1.
