OFFICE OF THE MUNICIPAL MANAGER POSITION: CHIEF FINANCIAL OFFICER REMUNERATION PACKAGE: R907 864 (minimum) R1 037 559 (midpoint), R1 150 465 (maximum) per annum all inclusive (as determined by Notice NO: 47538 of 2022 on upper limits for senior Managers for a Category 3 Municipality) (PERMANENT APPOINTMENT) Reporting to the Municipal Manager, the Chief Financial Officer will be the custodian of Revenue Management, Budget and Reporting, Expenditure, Supply Chain Management and Assets Management. In this regard, the position is responsible for overall managing, planning, organizing, coordinating, directing and controlling activities to staff at the Budget and Treasury Office as well as Supply Chain unit. Requirements: • A Bachelor’s Degree or BTech in Accounting • Certificate in Municipal Financial Management Programme as prescribed by National Treasury, Government Gazette No. 29967 dated 15 June 2007 • 5 years’ experience in a Senior Management position at Local Government level / public service • Extensive knowledge of the Local Government Municipal Finance Management Act, 2003, National Treasury Regulations and all other related regulations • the ability to compile a Municipal Budget and Annual Financial Statements • Excellent communication and reporting-writing skills • Knowledge and understanding of computerized financial systems, Excel, database, MS Word and Power Point • A valid driver’s license. Added Advantage: Registration with a recognized relevant professional body will serve as a strong recommendation. Key performance areas: • Be responsible for the overall management of the Budget AND Treasury Office • Draft and implement the departmental SDBIP • Perform all delegations by the Accounting Office in terms of MFMA and any other duties or functions that may be assigned by the Accounting Officer of the Municipality • Manage, plan, organize, coordinate, direct and control activities of staff at the Budget and Treasury Office, as well as Supply Chain Management • Contribute to strategic planning and budget alignment an reporting to the Executive and Management Team • Advise the Accounting Officer in terms of the MFMA • Assist the Accounting Officer in the administration of the Municipality’s bank accounts and in the preparation and implementation of the Municipality’s budget and financial statements • Advise Senior Managers and other senior officials on the exercise of powders and duties assigned to them in terms of Section 78 or delegated to them in terms of Section 79 of the MFMA • Perform budgeting, accounting, analysis, financial reporting, cash managements, debt management, supply chain management, financial management, review and other duties as may be required in terms of section 79. OFFICE OF THE MUNICIPAL MANAGER POSITION: EXECUTIVE MANAGER: CORPORATE SERVICES REMUNERATION PACKAGE: R907 864 (minimum) R1 037 559 (midpoint), R1 150 465 (maximum) per annum all inclusive (as determined by Notice NO: 47538 of 2022 on upper limits for senior Managers for a Category 3 Municipality) (PERMANENT APPOINTMENT) Reporting to the Municipal Manager, the Executive Manager Corporate Services will be the custodian of Human Resources Management and Labour Relations, Records and Admin, Safety and Loss Control. The position operates at a strategic level to provide support to all the business functions within the Municipality, with the main priorities being: General Administration, Secretariat and Council Support, Policies and Procedures, Property Management, Capacity Building/Training, Human Resources, and Labour Relations. Requirements: • A Bachelor’s Degree or BTech in Public / Management Science / Law • Certificate in Municipal Finance Management Programme as prescribed by National Treasury, Government Gazette No 29967, dated 15 June 2007 • Membership of a professional body will be an added advantage • 5 years’ experience in a Senior Management position at a Local Government level/Public service • Extensive planning and Management skills • Good interpersonal skills • Negotiation Skills • Conceptual and analytical skills • Excellent communication and report-writing skills • Extensive knowledge and understanding of Local Government-related legislation • Knowledge and understanding of MS Word and PowerPoint • A Valid driver’s license. Key performance areas: • Provide strategic direction to the Corporate Services Directorate • Develop organizational policies and procedures • Execute all resolutions of the Municipality, as well as be accountable for the general supervision, control and efficiency of the Directorate • Formulate, support and implement the strategic goals of the Municipality in order to give effect to the Integrated Development Plan (IDP) • Participate in strategic management of the Municipality by advising the Municipal Manager on issues pertaining to Corporate Services Directorate • Ensure that municipal Performance Management System is fully implemented in the Directorate • Ensure effective management of the Directorate and the following sections : Human Resources, Customer Care, Labour Relations, Records and Administration. OFFICE OF THE MUNICIPAL MANAGER EXECUTIVE MANAGER: LOCAL ECONOMIC DEVELOPMENT, PLANNING & TOURISM REMUNERATION PACKAGE: R907 864 (minimum) R1 037 559 (midpoint), R1 150 465 (maximum) per annum all inclusive (as determined by Notice NO: 47538 of 2022 on upper limits for senior Managers for a Category 3 Municipality) (PERMANENT APPOINTMENT) Reporting to the Municipal Manager, the Executive Manager: Local Economic Development (LED), Planning & Tourism will act as custodian of LED and Rural Development, Planning and Property functions within the municipal value chain. In this regard, the position is responsible for the development of Operational Strategy aligned with the Municipal Strategy and for executing all LED, Rural Development and Planning projects as per the requirements. Requirements: • A Bachelor’s Degree or BTech in Development Planning/Local Economic Development • Certificate in Municipal Financial Management Programme as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 • 5 years’ experience in a Senior Management position at Local Government level/economic environment • Extensive knowledge of all legislation applicable to Local Government • Knowledge and application of various pieces of legislation/areas with regard to the functioning of Local Economic Development • Knowledge of geographical information systems and of key local economic and industry drivers • Excellent communication and report-writing skills • A sound understanding of computers (MS Word, Excel, PowerPoint) • A valid driver’s licence. Key performance areas: • Manage conditional grants related to planning/Local Economic Development and lobby for external funding for development • Ensure implementation of IDP strategic objectives of the Department • Draft and ensure implementation of a Departmental strategic plan and SDBIP • Prepare and control the Departmental budget • Align Council activities and municipal strategies to Provincial Growth and Development Strategy (PGDS) and National Development perspective (NDP) • Facilitate and coordinate LED tourism objectives into the IDP process within the Municipality • Manage the development and implementation of strategy for LED and tourism • Facilitate and coordinate investment promotion within the Municipality • Facilitate and develop key growth sections of the economy within the Municipality • Manage, facilitate and coordinate SMMEs, BEE, cooperatives and entrepreneurship development • Assist in promoting skills development and understanding in the area of economic development • Monitor the Municipality’s performance in relation to LED and tourism • Facilitate the development of holistic economic research programme aimed at boosting LED and tourism initiatives and understanding within the Municipality • Prepare business plans to source funding for implementation of LED projects • Design and implement SMME support programmes • Liaise with government departments, companies, NGOs and District Forums.
