MUNICIPAL FINANCE MANAGEMENT INTERNSHIP PROGRAMME (MFMIP) MFMIP (x 5 Positions) 3 YEAR INTERNSHIP CONTRACT REMUNERATION: R100 000 per annum (all inclusive) Suitably qualified individuals are hereby invited to apply for the above-mentioned vacancies, in order to acquire practical experience in Local Government Financial Management. This National Treasury initiative aims to capacitate and train young graduates to develop a career in Local Government. Internship Overview: The MFMIP is a structured professional training and work experience programme with the goal of providing high quality training and practical exposure in all aspects of a Municipal Budget and Treasury Office, which is governed by the Municipal Finance Management Act, No 56 of 2003 and the underlying reforms. The programme has a logical training sequence that builds on the skills and competencies acquired during University and Technikon training and ends with a qualification in Municipal Finance Management in accordance with the Municipal Regulations on Minimum Competency Levels, Gazette 29967 of 15 June 2007. Key Internship Initiatives: Meet specific learning outcomes as set out in the National Treasury Finance Intern Skills Development Programme The successful applicants will primarily be trained in the key areas of the Finance, Internal Audit and Risk departments to ensure that adequate skills are developed Exposure to the implementation of the MFMA, GRAP Standards, Policies and Procedures Applicants must be from the Knysna municipal area and must be in possession of a completed three-year Bachelor’s Degree or National Diploma (NQF Level 7), with majors in Accounting, Economics or Finance. The successful applicants will be expected to sign an Internship agreement, which is in addition to the employment contract. MR O P SEBOLA MUNICIPAL MANAGER CHIEF FINANCIAL OFFICER Remuneration package: R907 864 (minimum); R1 037 559 (midpoint) and R1 150 465 (maximum) per annum (as determined by Notice on upper limits for Senior Managers for a Category 3 Municipality) Permanent Appointment REQUIREMENTS: At least a Post Graduate Degree or qualification in Accounting/Finance /Economics registered on the National Qualifications Framework at NQF Level 8 with a minimum of 120 credits or a Chartered Accountant (SA). Minimum of 7 Years work related experience at a senior and middle management level, of which at least 2 years must be at senior management level, preferably in the Local Government sector A proven institutional transformation record in the public or private sector Compliance with the National Treasury Regulations on the Required Minimum Competency Level in Unit Standards is a recommendation. In terms of the exemption from Regulations 15 and 18 of Government Gazette 29967 officials not compliant will be granted 18 months from date of employment to comply with the aforesaid regulations. KEY PERFORMANCE AREAS Develop, implement and manage strategic goals, policies and procedures in alignment to the municipality’s strategic- and IDP objectives • Effectively manage financial services (budgeting, income, expenditure, activity-based costing, supply chain management, asset management) through the establishment, implementation and maintenance of a financial management strategy • Effectively and efficiently manage the Directorate • Liaise and interact with individuals, role-players and agencies at senior level in all three spheres of government • Assist and support the Accounting Officer with the roles and responsibilities delegated to the Chief Financial Officer • Ensure municipal financial viability through management and monitoring of all income and expenditure of the Municipality, safeguarding all assets, discharging the Municipality’s liabilities as well as proper and diligent compliance with the Municipal Financial Management Act and other legal and best practice- prescripts. Responsible for the preparation and the control of the budget.
