THE CANDIDATES RECOMMENDED FOR APPOINTMENTTO THE POST MUST UNDERGOACOMPETENCYASSESSMENT) PLACE OF WORK: CORPORATE HEAD OFFICE – LADISMITH The Municipal Manager, as Accounting Officer and Head of Administration, is responsible for the overall performance and the management of the municipality to ensure that objectives of the municipality are achieved.
Core functions of the post: As provided for, but not limited to, the provisions of The Local Government Municipal Systems Act, No 32 of 2000, The Local Government: Municipal Finance Management Act, No 56 of 2003 and as prescribed in the Annexure A – Local Government Competency Framework for Senior Managers as published under Government Notice No 21 in Government Gazette No 37245 of 17 January 2014. Minimum qualifications, work-related experience and knowledge and competency framework: Bachelor Degree or relevant qualification registered on the National Qualification Framework at a NQF7 in Public Administration / Political Science / Social Science / Law or equivalent. The applicant must have a minimum of five (5) years relevant experience at senior management level and have proven successful institutional transformation within the public or private sector. The applicant must be computer literate and have a driver's license and his/her own roadworthy vehicle. If the newly appointed person is not in possession of this competency, he/she must complete it within eighteen (18) months from the date of appointment in accordance with Government Notice No 91 of 3 February 2017, as promulgated in Government Gazette No 40593. Failure to comply with this will result in automatic termination of service within 1 month after expiration of this period. As are provided for in The Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers (GN 12 in Government Gazette 37245 dated 13 January 2014) and the Municipal Regulations on Minimum Competency Levels (GN 493 in Government Gazette 29967 dated 15 June 2007) as amended from time to time.
