A PhD degree will be an added advantage. At least five years of practical experience. Strong quantitative analysis and economic modelling capability is essential to this role. Ability to formulate clear policy recommendations based on solid analytical work. Knowledge of the New Growth Path (NGP), the National Development Plan, the Industrial Policy Action Plan, South Africa’s Trade Policy and Strategy Framework (SATPSF), the Economic Reconstruction and Recovery Plan (ERRP) and A Trade Policy for Industrial Development and Employment Growth. A self-starter with conceptual and strategic focus and an ability to lead and manage a small team. Project management and policy development skills are essential. Key Responsibilities: Reporting to the Chief Commissioner, the main responsibilities of the incumbent are to: a.Plan, direct and manage the monitoring and evaluation of trade flows related to specific products of interest, identifying opportunities and risks in priority sectors and analysis of internal performance data for strategic and thought leadership purposes. Manage and conduct economic research and analysis on the impact of ITAC’s trade instruments for strategic and policy reporting purposes. Compile research reports and present on insights emerging from these. Provide technical and policy advice to the dtic as required by the International Trade Administration Act 71 of 2002 (‘ITA Act’). Advise on the alignment of ITAC’s policies, regulations, guidelines and practices to the relevant policy prescripts and the objectives of the ITA Act. Develop monitoring and evaluation plans for the entire organization in line with the relevant frameworks and best practice. In depth knowledge of research principles, policy development, Macro and Microeconomics. Knowledge of Government industrial developmental and trade policies, International trade, economic and/or business issues, International trade framework and regulations; ITAC’s legislation, Customs (SARS) legislation and WTO Agreements and framework. Key Responsibilities: Reporting to the Senior Manager: Policy and Research, the main responsibilities of the incumbent are to: Provide support to the Senior Manager with regard to the operations of the Policy and Research Unit within ITAC. Provide research and policy support and inputs to the core business units of ITAC. Ensure that ITAC’s legislation, policies, guidelines and other documents are aligned with Government policies. Provide technical advice and support in multilateral and bi-lateral trade negotiations in relation to ITAC’s trade instruments. Assist with the drafting and review of the ITA Act and ensure alignment of legislation with government policies. Assist with drafting and review of the Amended Anti-Dumping, Countervailing Duty, Safeguard, Tariff Investigations and Import and Export Control Regulations and ensure alignment with government policies. Assist in the development and review of policies, guidelines and procedures of ITAC’s business units and ensure alignment with government policies.
