INGQUZA HILL LOCAL MUNICIPALITY INGQUZA HILL LOCAL MUNICIPALITY Bulletin No4/9/2022 Ingquza Hill Local Municipality (incorporating Flagstaff and Lusikisiki Towns) hereby invites applications from suitably qualified and experienced persons to fill the following vacancy: DEPARTMENT: COMMUNITY SERVICES Director of Community Services (5 Years Fixed-Term Contract All-inclusive Total Remuneration package (Minimum R846 307.00, Mid-Point - R950 907.00, Maximum-point - R1 040 327.00) Per Annum Plus 4% rural allowance as gazette). Please note this is a re-advert all candidates that had previously applied must re-apply Minimum Requirements Matric or Senior Certificate Valid code B driver’s license Bachelor Degree in Social Sciences/ Public Administration/ Law; or equivalent NQF Level 7. CPMD (certificate in the Municipal Finance Programme) or must be obtained within 18 months of employment. Minimum 5 years’ experience in middle management level. Advanced computer skills (MS word, MS Excel, MS Power point and MS Outlook) Excellent communication skills in at least two of three official languages English and Xhosa. Key Performance Areas Identifies with the immediate, short and long term objectives and plans respect of maintaining synergy between the outputs of the department and associated organizational functions. Directs and control outcomes associated with utilization, productivity and performance of personnel within the community services department. Prepare capital and operating estimates and control expenditure against the approved budget allocations. Formulates and manages the evaluation and review of the community services plan against critical deliverables as identified in the organization is integrated development plan Plans and Monitor sequences associated with the implementation of statutory laws and by-laws related to public safety. Disseminates functional and operational information on the immediate, short and long term objectives and current development, problem and constraints. Manages specific administrative and reporting requirements associated with the key performance and result indicators of the functionality. Knowledge Required Good knowledge and understanding of relevant policy and legislation Good understanding of institutional governance systems and performance management Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000) Understanding of council operations and delegation of powers, as well as- - Health Services Management - Cemetery Management - Public Safety and - Parks and recreation Management.
