REQUIREMENTS Three-year degree in Commerce/Finance/Supply Chain Management or B.Tech equivalent. CA(SA) would be advantageous At least Five (5) years’ experience in the field of public procurement, preferably in a PFMA-governed public entity environment Proven experience in contract management and project management Proven experience in financial management Working knowledge of Public Finance Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (Act no 5 of 2000), Working knowledge of Supply Chain Regulations including latest issued ones, policy development and procedures KEY PERFORMANCE AREAS To oversee the functions of the supply chain management (SCM) and asset management unit by ensuring compliance with PFMA, National Treasury Regulations, PPPFA and other relevant legislation in managing the procurement of goods and services of the IRBA. To develop, implement and maintain the supply chain management and asset management system and policy, as well as to oversee and manage the overall supply chain management operations, including demand, acquisition, logistics, disposal, and performance & risk management of SCM. To design and implement Supply Chain management (SCM) and asset management strategies and procedures and policies This person will also review the SCM performance and policy and make recommendations to improve the efficiency and effectiveness of SCM in line with PFMA, National Treasury Regulations, PPPFA and other relevant legislation. SKILLS & PERSONAL ATTRIBUTES Analytical skills Critical thinking Solid computer skills: MS Office Suite Ability to work under pressure In depth experience and understanding of latest SCM prescripts, directives, bid committees including relevant guidelines and processes. Proven knowledge of project management, understanding processes of drafting bids and report writing. Understanding of the public sector and regulations governing the public sector is critical. Knowledge of dealing with external and internal auditors in relation to SCM matters and understanding of working with Committees and governance structures of public entities.
