• Ensuring that issues of young people in the district find expression in all our programmes and are aligned with the district's IDP, budgets and our Local Economic Development • Assessing the needs of young people to correctly plan and deliver programmes related to areas such as health, fitness, smoking, drugs, gangs, violence, relationships and bullying • Regularly monitoring and reviewing the quality of the local youth work provision • Run arts-based activities, outdoor education and sporting activities • Support young people in different settings, including outreach work • Mentor, coach and support individuals, encouraging greater social cohesion • Work in partnership with professionals from other organisations that support young people such as social care, health, police, education, NG0s, CBO's local municipalities & Government Departments • Attend regular training and development opportunities to maintain an up-to-date knowledge of safeguarding, health and safety and local policy developments • Undertake administrative tasks, maintain effective recording systems and respond to queries relating to youth programmes • Work with parents and community groups to win support for improved provision and act as an advocate for young people's interests • identify and pursue sources of funding for projects in consultation with Accounting Officer to improve services and/or resources for young people • Draw up business plans, write reports and make formal presentations to funding bodies • Advocate for the inclusion of young people into the district's Supply Chain Processes • Any other responsibilities assigned from time to time by seniors in the District.
Department: Budget & Treasury Office Manager: Supply Chain Management • Duration: Permanent • Salary: R779 905.91 (Total Cost to Company) • Station: Groblersdal The Budget and Treasury Office, a department of the Sekhukhune District Municipality, Invites suitably qualified candidates to apply for the Supply Chain Manager position. The candidate will develop, implement and maintain the supply chain management policy and processes, oversee and manage the overall supply chain management operations, including: demand management, acquisition, logistics, disposal, performance and risk management. Review the supply chain performance and make recommendations to improve the efficiency and effectiveness of the supply chain division. Requirements: The following minimum requirements apply to this position: • Passed Grade 12 (Metric) • Relevant B.Tech / B.Comm degree or diploma in Logistics/Supply Chain Management qualification will be advantageous • MFMP/CPMD will be an added advantage • Advanced computer literacy in MS Office • Advanced understanding of MFMA, SCM regulations, National Treasury Regulations and SIPDM • Knowledge of Project Management. Competencies: The following technical and behavioural competencies are required: At least 3 to 5 years' experience in supply chain management / logistics. High standard of ethical behaviour & values, trustworthiness, adaptability, initiative & innovation, ability to work independently and self-motivated, conflict management and must be able to work under pressure to meet deadlines. Excellent interpersonal skills and report writing. Excellent knowledge of municipal SCM processes. Knowledge:Organisational and government structures, Applicable legislative and regulatory framework, Municipal Finance and Management Act (MFMA), Treasury Regulations and guidelines, SCM Regulations, practice notes, circulars, policy frameworks, Preferential Procurement Policy Framework Act and its associated regulations, SCM:A Guide to Accounting Officers and Authorities, The Construction Industry Development Board (CIDB) Act, 38 of 2000, Broad Based Black Economic Empowerment Act, 53 of 2003, SCM policy and procedures, Government accounting standards (GRAP); Medium Term Strategic Framework (government priorities), SIPDM implementation, SCM performance management, contract management, Asset management and Inventory management. Key performance areas: Oversee the implementation of the supply chain management and procurement plan of the municipality; Ensure that SCM policies are implemented and reviewed; Supervision of SCM staff, management function; Ensure smooth functioning of the bid committees. Management of stores. Staff supervision and development. Ensure compliance with applicable legislation, regulations and policies of the municipality, develop and implement SCM Standard Operating Procedures (SOPS).
