DEPARTMENT: CORPORATE SERVICES OFFICE OF THE EXECUTIVE MAYOR CHIEF OF STAFF TOTAL SALARY PACKAGE: As per the approved Salary scale TASK GRADE : 18 REF. : MPDC30/CS/017 DURATION : Fixed Term Linked to the Political Office Bearer Requirements: • A Bachelor’s degree in Political Science or Public Management/ equivalent qualification from a recognized tertiary institution. • A minimum of three (3) years managerial experience within Local Government and political environment in particular. Competencies: • Extensive and practical knowledge of the Local Government environment; broad understanding of Municipal Legislative Framework including, Municipal Systems Act, MFMA, Municipal Structures Act, and other related legislation. • The candidate is required to demonstrate sound Strategic Leadership and Management, Strategic Financial Management, Operational Financial Management. High level of written and verbal communication skills. Proven ability to communicate and negotiate in all spheres and levels of government. Ability to meet deadlines. Attention to detail. Responsibilities include: • To assist and support the Executive Mayor with Strategic responsibilities. • Represent the Executive Mayor in various forums. • Coordinate political activities and provide administrative support in the office of the Executive Mayor (OEM). • Plan, coordinate and monitor all activities of the OEM. • Manage and monitor overall performance and expenditure of the OEM. • Maintain intergovernmental relations and support the political programme of the Executive Mayor especially the interface with communities; and promote Special Programmes for youth; women and the elderly; people with disabilities and HIV/AIDS. DEPARTMENT: COMMUNITY AND SOCIAL SERVICES POSITION: SENIOR MANAGER: SECURITY SALARY SCALE : R 754 893.00 – R979 908.00 per annum Excl. benefits TASK GRADE : 17 REF. NO. : MPDC30CSS/00 Minimum Requirements • B Degree or equivalent • Well-developed security management and administration skills • Must be a proven security professional • Knowledge of security legislation, policies and procedures • Sound planning and organizing skills • Written and verbal communication skills • Presentation and facilitation skills • Computer literate • 5 to 7 years’ experience • Valid Code 08 Driver’s License Responsibilities: Managing and controlling the operational Security strategy with respect to service delivery and, defines, implements and monitors the short term plans/ objectives. Monitoring and analysing security service delivery trends and capacity against requirements and submits report supporting specific provisions for consideration during the preparation of capital and operational expenditure estimated to support plans and objectives. Conducting research and assessment of Security, and crime prevention through the monitoring of reports and journals, extracting and analysing data from surveys, and compiling management reports. Interacting internally and externally/ participating in formal meetings with a view to proving critical information and requirements pertaining to the safety of the VIPs, personnel, important delegations and visitors, Council property and assets, attending to and reporting on constraints effecting the implementation of operational plans/ guidelines with a view to revising security policies and procedures. Interpreting key security requirements and briefing senior personnel on critical aspects of security codes, procedures, protocols requiring observation during specific assignments. Aligning and monitoring the implementation of security plans in respect of special events and/ or the provision of protection to important officials/ delegates. Approving the implementation of contingency plans to avert the risk of potential threats overcoming existing controls and measures. Supervision of staff, interacting with relevant law enforcement agencies including the South African Police Services, South African National Defence Force, Metro Police and Business Communities with a view to coordinate security risk and methodology development of the Security Section. DEPARTMENT OF FINANCE FINANCE INTERNSHIP FOR 24 MONTHS CONTRACT X2 Requirements: Must have complete B degree/National Diploma in Accounting/Financial Management N6/Accounting and Internal Audit. Applicants from rural areas will be given preference and residence within the Gert Sibande District Municipality area of jurisdiction. Duties: The incumbent will be exposed to various functions within the Finance Department, including the following: • Performing specific clerical tasks associated with the processing of information pertaining to debtors, creditors, income and expenditure. • Reconciling debtors, creditors and general ledger accounts. • Assisting with the input of salary information and the control of such data • Maintaining proper financial records and ensuring access to such records are safeguarded. • Performing specific functions related to the management of electronic data and records. • Ensuring the timeous submission of statutory third party financial returns. • Assisting with the compilation of the annual budgets, SDBIP and financial statements. • Generating relevant financial reports for the various Management and Committee structures within the Municipality • Internal Audit functions and processes • Supply Chain management processes As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
