MANAGER: STAKEHOLDER, INTERNATIONAL RELATIONS, AND SPECIAL PROJECTS 12-months contract (Reference Number: MSR/02/2024) Total Cost to Company Package: R 877 724 per annum (all-inclusive), negotiable Hay Group Salary Scale Level 17 GTA seeks to appoint the Manager Stakeholder, International Relations and Special Projects who will act as primary interface between GTA, intergovernmental organisations, industry and community, and other strategic international partners; To facilitate and maintain relations in areas of cooperation, integration on trade and investment, economic initiatives and related events; To provide support in the implementation of intergovernmental and international cooperation agreements and to ensure that proper protocols/international relations best practices are observed when dealing with partners, inbound and outbound missions and to maintain cordial relations. International Stakeholder Management: Develop the stakeholder management strategy and framework for GTA, and periodically review, update, monitor and report on its implementation. Liaise with and support the interaction between the national and provincial tourism trade related institutions. Disseminate information to the GDED communications and public relations team, and articulate GTA values internally and externally, contributing to the promotion of GTA’s image and brand. Develop Intergovernmental relations guidelines for the agency and provide updates on new intergovernmental protocols. Serve as a point of contact on behalf of the GTA for coordination of all multi-lateral/international related activities including bilateral cooperation from a policy, technical and programmatic standpoint. Identify strategic stakeholders to foster effective communication and ensure appropriate relationships are maintained. Positioning of GTA: Conduct environmental scanning to determine effectiveness of the agency. Engage national and provincial partners on impact of the agency. Analyse the service quality of the visitor information centres. Support the financial budgeting process within the unit: Monitor and control expenses against budgets. Prepare project reports in terms of PFMA requirements. Ensure Supply Chain forms are given to suppliers and seek quotes in terms of the Act provided. Ensure the Unit’s programmes and services are cost-effective and maintain an acceptable level of quality. Oversee the fiscal activities of the Unit including budgeting, reporting, and auditing. Promote High Performance Culture within GTA: Align Performance Agreements to overall organisational objectives. Ensure that staff have regular performance reviews and development discussions. Oversee that Performance Management practices reflect policy intentions and are experienced in a positive manner. Contribute to the organizational strategy, and annual performance plan and develop operational plan and risk register for the business unit. Manage and create a conducive environment for highly motivated and productive staff for the team. Develop work performance standards for both employees and review committees for the team in consultation with the Executive. Planning for the team’s future needs and operations in consultation with the Executive. Train staff on developmental areas that will make them perform optimally. Prepare submissions to the Marketing Committee and the Board, and other relevant structures. MINIMUM REQUIREMENTS The Manager Stakeholder, International Relations, and Special Projects calls for a highly skilled individual who has a relevant Degree (NQF 7) or equivalent in Communications, International Relations, Public Relations, or Business Administration. Knowledge of stakeholder management will be an advantage. A minimum of five (5) years of stakeholder management, communications, and public relations. Ability to interact effectively with the office of MEC, the Board, the Marketing Committee, the CEO and EXCO. EXECUTIVE: OFFICE OF THE CEO 12-months contract (Reference Number: HOC/1/2024) Total Cost to Company Package: R1 817 175 per annum (all-inclusive), negotiable Hay Group Salary Scale Level 21 GTA seeks to appoint the Executive: Office of the Chief Executive Officer who will provide strategic support services to the CEO and the senior management team in the execution of the strategic and operational functions of the GTA. The position further manages information flows, facilitating and coordinating information-sharing between Office of the MEC, Office of the HoD, Provincial legislature, National departments, Provincial departments, Board members, senior management, and the broader stakeholders of GTA. KEY PERFORMANCE AREAS The Executive in the office of the Chief Executive Officer, will amongst others be responsible for: Provide strategic Support to the CEO: • Ensure the seamless integration of the GTA functions and units. Ensure the CEO receives the required reports on time. Effective documentation flow in the office of the CEO, coordination of inputs from other units, and compilation of final reports. Arrange meetings on behalf of the CEO in line with the Departmental Year Planner or as required. • CEO accompanied to official organizational functions. Liaisons with internal and external stakeholders. Prompt submission of required documents for MEC, Agency Oversight, and the Legislature from the CEO. •High-level liaison with all offices, including the offices of the MEC and the Premier. Manage and monitor correspondence and responses to and from the DED, HOD, MEC, the Premier’s office, and other high-level offices. Informed and up-to-date with prescripts, policies, directives, and circulars and communicate changes to the CEO accordingly. Manage the operational efficiency of the Office of the CEO • Screen, monitor & take the necessary action for all of correspondence: Appropriately screen and schedule appointments. Arrange all meetings and briefing sessions. Attend to all meetings. Prepare meeting briefing packs. Follow-up on meeting resolutions and action items. • Coordinate day to day activities: Read all incoming mail and make necessary corrections before forwarding to the CEO. Respond to queries. Provide technical support by supervising the PA e.g., screening calls and referring to appropriate managers. Act as a liaison, and maintain open lines of communication among senior executives, board members, shareholders, middle management, and administrative staff. • Promote High Performance Culture within GTA: Ensure that Performance Agreements aligned to overall organisational objectives. Oversee that staff have regular performance reviews and development discussions. Make certain that Performance Management practices reflect policy intentions and is experienced in a positive manner. Compile Strategic Reports for the CEO: • The Executive in the CEO’s office plays a critical role in ensuring effective communication between the CEO and key stakeholders, including the Board of Directors, Board subcommittees, shareholders, and other stakeholders. • This responsibility primarily involves the compilation of comprehensive reports and presentations that are essential for decision-making processes and strategic planning. By meticulously gathering data, analyzing performance metrics, and summarizing key insights, the Executive aids in creating a transparent, informed channel through which the CEO can articulate the organization’s progress, challenges, and future directions. • This function not only supports the CEO in maintaining accountability but also facilitates informed dialogue and engagement with stakeholders, thereby enhancing the overall governance and strategic alignment of the organization. Facilitate the compilation of Organisational Compliance and other Reports: • Provide support to the CEO in the execution of Monthly, Quarterly and Annual Business Reviews (QBRs). • Thorough analysis of the entity’s performance throughout the previous quarter, with a focus on critical aspects such as the organization’s accomplishments, financial governance, and compliance with pertinent laws and regulations. • Prepare and interpret data, examining trends, and transforming information into practical insights, the Executive ensures that the CEO possesses all the essential tools and information for an effective evaluation of the organization’s progress. Oversee Internal Audit and Risk Management Functions • Assist the CEO to craft and execute strategies for Internal Audit and Risk Management and coordinate communication between the CEO and service providers of Internal Audit and Risk Management functions. • Manage audit schedules, risk evaluations, and reports efficiently and on time as per the CEO’s guidelines. Prepare and present reports to the CEO, EXCO and Board on audit outcomes and risk management efforts, emphasizing major risks and proposing ways to mitigate them. • Contribute to the creation of policies and guidelines to improve the internal control system and risk management approach. • Support the incorporation of risk management into the organizational strategy and decision-making. • Coordinate audit and risk management operations with other departments to guarantee consistency across the organization. • Keep updated on new risks and best practices in the industry to inform the CEO about possible organizational implications. Stakeholder Management and International Relations • Liaise with key stakeholders on behalf of the CEO. Keep a list of all key strategic stakeholders both at government and industry level. Update CEO on new stakeholders. • Ensure adherence to Inter-governmental protocols. Update information on new appointees within government. • Inform the CEO of relevant and accurate information and ensure that it is disseminated to stakeholders any pending events and publications. MINIMUM REQUIREMENTS The Executive in the office of the CEO post calls for a highly skilled individual who has a relevant Degree (NQF 7) in Public Administration, Business Management, Business Administration, Tourism. Knowledge of stakeholder management or executive offices coordination and management will be an advantage. A minimum of 10 years public sector experience and operating in a Senior Manager level, sound understanding of the Public Sector environment (at least 10 years in government departments or local government and 5 years in public entities). A proven track record in managing and leading an executive office, of similar size and complexity of an organization. Experience in National/ Provincial/ Local Government Policy, legislation and protocols.
