GAUTENG PARTNERSHIP FUND (GPF) Gauteng Partnership Fund Internal and External Vacancy Advertisement Title of the Job: Chief Investment and Development Officer (5-year contract) Grade / Level: E (Paterson) Location: Sandton Market related Salary: 24 July 2020 Overall Responsibility: Provide strategic leadership and expert advice on the effective and efficient management of all Investment and Capital Projects, Project Facilitation & Planning, Development and Implementation; and Property Management Functions.
• Provide strategic leadership in the initiation and implementation GPF Property Management ventures
• Conduct Market and Investment analysis and establish strategic investment partnerships • Investigate, identify, evaluate and recommend commercially viable opportunities and conduct risk analysis of feasibility studies • Ensure sound ethics, good governance and compliance with the relevant legislative and regulatory requirements and standards within the Investment and Development function • Manage and minimise the GPF’s financial and risk exposure by maintaining an effective system of internal controls in liaison with the relevant assurance providers • Provide comprehensive reporting to the Board and Sub-Committee’s on all Investment and Development functional matters Qualification & Experience: Minimum requirement: Bachelors’ degree in Finance / Engineering ● Business and Project Management ● MBA will be an added advantage ● Minimum 8 years’ experience as Chief Investment Officer or Chief Investment and Development Officer at Executive level in similar sector. Experience in urban development and a record of success at senior level in achievement of operations and delivery of programmes with, and through partners in public, private and community sectors Competencies: Astute financial management ● Strong project management acumen ● Extensive understanding and experience in funding and managing large capital projects ● Experience and expertise in areas of development and infrastructure finance, investment management, capital fund raising ● Knowledge of relevant legislation and regulations ● Expertise in strategic and business planning, budget management, project management, general management ● Strong leadership, communication, people management skills and experience in change management ● Strategic human capital deployment and governance related matters ● Ability to be proactive and innovative GPF is an equal opportunity, affirmative action employer.
