GAUTENG GROWTH AND DEVELOPMENT AGENCY (GGDA) - SUPPLY CHAIN MANAGER
The successful incumbent will be reporting to the Group SCM Manager he/she will be expected to execute the following tasks: • • Develop, implement and maintain the supply chain management policies and procedures, procurement processes and contract management function within the Group • Manage Supplier Database, General Procurement and Bids, Contracts including Relationships with GGDA Staff and Service Providers by: o Consolidating inputs in terms of GGDA services form internal clients (GGDA Departments) on the services to procured for the purpose of recruiting relevant service providers into our Database, o Advertising and requesting for suppliers to be listed into GGDA Database i.e. national tender bulletin and newspapers o Pre-approve service providers to be in the Database based on their administrative compliance important documentations such as proof of registration as supplier (CIPRO certificates), Tax Clearance and BEE o Ensuring service providers are vetted in accordance with policies and procedures o Managing the capturing process of all pre-approved service providers onto supplier database and ensuring that they are allocate vendor numbers, o Communicating to the suppliers that they are registered onto the system, o Maintaining supplier database and ensure that information such change of address and contact details are regularly updated o Assisting GGDA departments in drafting Terms of references and submissions for procurement to ensure compliance with PFMA and Treasury regulations o Presenting Bid Specifications or Terms of references for all Open bids to Bid Specs Committee (BSC) for approval prior any advertisement in both Government Bulletin and recommended additional publications o Analysing value of threshold and perform spend analysis to determine the mechanism to be used for bidding o Ensuring compliance to all SCM prescripts to avoid any possible risk in all procurements o Prepare bid reports for submission and review by the Group SCM Manager o Communicate bid outcome to both internal customers (GGDA Departments) and external suppliers that participated in the bid, o Prepare service contracts for all appointed service providers for review by both Group SCM Manager and Executive - Legal department, o Working very closely with project managers for different service contracts and advise Group SCM in terms of any discrepancies in implementing those contracts, o Assisting in monitoring contract performance to ensure full compliance to conditions as set in the contract o Ensuring regular update of contract register as of when new service providers are being appointed, monitor contract expiry dates and advise the Group SCM Manager, o Ensuring that the Procurement of all departmental requests are in line with budget and followed the submitted procurement plans o Assist in the implementation of GGDA procurement / sourcing strategies o Assist in handling of audit queries, development of action plans and implementation of recommendations. o Assist SCM Team in preparing Purchase Order and recommend for checking and review by Group SCM Manager and Deputy Group CFO /Group CFO, o Assist Group SCM Manager in monitoring day-to-day supply chain operations in accordance with the Supply Chain Policy, processes and procedures (e.g. correct financial delegation of authority is followed) o Ensure information provided to Group SCM Manager for auditors is correct and within the legislative framework • • Manage any disagreement, conflicts and disputes during the life cycle of a contract together with the Project manager and seek intervention of the Group SCM Manager whenever required • • Ensure Compliance to all Supply Chain Policies, Processes and Procedures by : o Assist Group SCM Manager in assessing all SCM administrative compliance documentations including appointment compliance in line with B-BBEE Act o Provide weekly status report on all received Purchase Requisitions (PR’s) to the Group SCM Manager o Provide weekly reports on all advertised bids, their status and also ensuring that all bidders that responded to bids all published in the GGDA Website. o Ensuring that all results for bids are advertised in the Government Tender Bulletin including the paper upon which they were advertised on. o Ensuring that information on all Deviations, Fruitless & Wasteful Expenditure and procurement values of above R1mill is submitted to Group SCM Manager for reporting to all relevant stakeholders (namely - Audit Risk Committee, Treasury and Auditor General). o Submit monthly, quarterly and yearly reports on SCM Procurement, Deviations, B-BBEE, TER Spending, Local Content Procurement and Fruitless & Wasteful Expenditure to Group SCM Manager for review and submission to respective GGDA Boards o Monitor and supervising Procurement Officers and report to Group SCM Manager of all challenges encountered in discharging their functions o Manage the performance contract and reviews of all staff under his or her supervision • • Assist Group SCM Manager in co-ordinating request for business plan and demand plan from all departments including Subsidiaries • • Prepare draft Group consolidated procurement plan for review by the Group SCM Manager • • Receive requisition forms from GGDA Department, register, allocate numbers and manage their fair allocation to the Procurement Officers • • On delivery of goods and services, accordingly update monthly procurement report • • Ensure invoices are attached to the appropriate purchase orders and submitted to Finance for payment and followed by weekly checking on progress payment for the benefit of the service providers As minimum applicants should have the following requirements: • • Relevant Qualification in Procurement and Supply Chain Management • • 5-7 years SCM experience, coupled with 2-years in management experience • • Integrity • • Computer literacy and Analytical decision making • • Negotiation, Problem solving, Judgment, Stress handling and resilience • • Assertiveness • • Building relationships, Customer responsiveness and Influencing and • • Planning, prioritising and creative Preference will be given to people with disabilities, and previously disadvantaged individuals to promote Employment Equity within the group The closing date for applications is 30 June 2018 @ 12:00HRS and only shortlisted candidates will be contacted Enquiries and submissions should be addressed to recruitment@ggda.co.za
