GAUTENG GROWTH AND DEVELOPMENT AGENCY (GGDA) - GROUP EXECUTIVE MARKETING AND COMMUNICATIONS
Supporting the development of Key Sectors of Economy in line with established economic and industrial policies of the province, through:
The successful incumbent will be reporting to the Group Chief Executive Officer (GCEO), he/she will be expected to execute the following tasks amongst others: Develop and implement the Marketing Strategy to guide the marketing, communications activities and programmes within GGDA. Without outsourcing the responsibility, develop and draft media, marketing and communication strategies for GGDA. Develops, executes, reviews and report on Departmental strategy and Operational Plan aligned to the GGDA Corporate Strategy. Lead and manage the Department in line with the approved policies, applicable laws and the delegated authority by facilitate resource availability for operational effectiveness. Provide regular report to the GGMF, MANCOM and other structures on the operations and activities of the Department. Identify the principal risks of the Department and implement appropriate systems to manage these risks. Oversee the management of events in the Group Calendar to promote the GGDA brand and profile. Oversee the marketing of GGDA to enhance the brand and profile of GGDA, as well as the programmes and services. Work with the marketing teams across the subsidiaries of the GGDA to ensure consistent messaging and integrated programming of collateral and other marketing related activities Work with external government agencies and departments to ensure alignment of activities and also economies of scale principles are applied where possible Oversee the development and implementation of an investment destination marketing strategy for the GGDA Work with other divisions within the GGDA on their marketing and promotion needs Without outsourcing the function, draft media statements, releases as well as speeches for the GCEO, Board members and the MEC Supporting the GCEO on external communication to communicate the GGDA programmes, services and activities. Working together with other Executives and the GCOO consolidate and draft the GGDA annual report. Oversee media monitoring and establish relations with media to ensure positive reporting of GGDA. Together with finance manage outsourced contracts with media, marketing and communication agencies so that service providers provide contracted services as per signed service level agreements. Develop and manage/monitor the Department’s budget within the spending approval authority levels approved by the Board. Monitor and manage annual budget and report major financial commitments, exposures and risks to the Group COO on a regular and timely basis. Ensure compliance to the PFMA and all Treasury Regulations including BBBEE, PPPFA. Identify strategic stakeholders and media in order to foster effective communication and ensure appropriate relationships are maintained. Establish/build and maintain strategic partnerships and relationships with key role players/partners and set up operational stakeholder forums to improve quality of service. Participate in meetings or discussions with stakeholders. Cultivate, maintain, protect and promote the GGDA’s corporate image and the brand. Manage risk associated with branding, positioning and perceptions of the organisation and its subsidiaries. Establish effective control and coordination mechanisms for all operations and activities and take reasonable steps to ensure the integrity of the internal control and management information systems within the Department. Ensure that all operations and activities of the GGDA are conducted in accordance with the PFMA, relevant regulations, and the other policies and practices approved by the Board. Comply with the various internal or external organisational reporting requirements. Develop and implement the Departmental risk management plan to maintain good risk management practices. Ensure compliance to Corporate Governance Framework such as Companies Act and King III & IV. Ensure adherence to the GGDA’s Code of Business Conduct and Ethics, sound business practices. Foster a high performance corporate culture within Department that promotes ethical practices and encourages individual integrity, accountability, and social responsibility. Create a leadership presence and provide strategic direction in the Department to ensure that Department achieves the planned targets and goals. Maintain and make recommendations on the review of the Departmental organizational structure to meet the set delivery objectives. Document, develop, review and update standardised strategic promotions, marketing and communications processes and standards to retain institutional memory and to achieve efficiencies. Lead, manage and empower staff in the Department to ensure that staff meets the performance objectives within the resource constraints. Design an effective communication and feedback mechanism within the Department to promote open communication and transparency. Oversee management, maintenance and safeguarding of assets and equipment in the Department to ensure that all assets and equipment are used and managed in an effective, efficient and economical way. As minimum applicants, should have the following requirements: Bachelor’s Degree in Marketing or Communications. At least 5-7 years’ experience in a senior management level/role within Marketing or Public Relations or Communications. Post grade degree in legal, accounting, internal audit qualification an added advantage Good working knowledge of strategic promotions, marketing, communications and public relations. Good knowledge of media liaison relations. Good working knowledge of project and programme management. Good working knowledge of strategy and operational planning. Good working knowledge of budgeting and financial management. Good working knowledge of PFMA, PPPFA, Company Law and relevant regulations/laws. Excellent lobbying skills and ability to communicate across the various levels of government. Ability to establish and maintain sustainable relationships. Detailed knowledge of socio economic aspects relating to the Gauteng Province. Detailed knowledge of developments in the global economy. Detailed knowledge of national and provincial government priorities and frameworks. Good understanding of economic development. Good working knowledge in planning, development and implementation of value add of catalyst/high impact projects. Good understanding of the relationships between the GGDA and its shareholder and strategic external stakeholders. Good understanding of State Agencies and how they operate.
