FINANCIAL AND FISCAL COMMISSION (FFC) The Financial and Fiscal Commission (FFC) exists to provide proactive, expert and independent advice to promote the Intergovernmental Fiscal Relations (IGFR) System in South Africa, through empirical policy analysis and to ensure the realisation of our Constitutional values. The vision is to provide influential advice to promote an equitable, efficient and sustainable Intergovernmental Fiscal Relations system.
• The management and implementation of Compliance Frameworks, • Experience with the implementation and delivery of Compliance within the public sector institutional environment • Experience in management, review and identification of compliance risk • Experience in Compliance Monitoring as well as in tracking and monitoring of progress regarding findings and recommendations, including management of outsourced Internal Audit and review of Divisional Portfolios of Evidence. • Excellent planning and organising; and management of projects skills • Strong communication and report writing skills • Experience in Research, ICT, data privacy compliance would be an advantage.
KEY RESPONSIBILITIES: The key outputs of the Legal Analyst: Institutional Compliance are but not limited to: • Draft FFC's compliance reports and documents, (e.g. Monthly and Quarterly institutional reports, Annual Performance Report, Annual Report, Strategic Plan, Annual Performance and Operational plans etc). • Ensure the FFC's Institutional governance, risk and compliance maturation. • Guide the FFC on how to best achieve operational legislative compliance with rules and regulations. • Perform corporate secretary duties. • Undertake operational duties as the Executive Manager in the Office of the CEO. • Perform all tasks related to managing the staff within the Office of the CEO and representing the • Office at the Executive Management and various Commission meetings. • Inform, advise and support the CEO in terms of Governance and Compliance. • Organise Governance, Risk and Compliance training, inclusive of fraud prevention, whistle blowing etc. • Provide strategic support to the CEO. • Project Manage (and/or Project Lead) and exercise oversight over prioritised FFC initiatives. • Ensure that the FFC complies with the FFC Act; the of PFMA, Division of Revenue Act, MFMA, Intergovernmental Relations Acts, Money Bills Amendment and Related Matters Act, and other legislation and regulations pertaining to the FFC. And provide legal interpretation where required. • Vetting of any FFC's Recommendations to the Legislatures, including on Appropriation Acts, Division of Revenue Acts, and all applicable financial related legislation, bills and regulations upon which we are advising. • Understanding of founding legislation, bills and regulations framing the FFC compliance universe. • Compile all legal contracts on behalf of the FFC to ensure compliance with all statutory and legal requirements of the FFC. • Review and negotiate contracts in line with institutional authorisation and on behalf of the FFC; and advise on the FFC's rights and obligations. • Manage associated legal risks. • Handle and provide advice on all legal matters; with assistance of the State Attorney (outsourced) if required. • Develop the FFC's policy/position on external legal matters; and • Policy drafting, review and maintenance. COMPLIANCE OFFICER • Ref: 006/2021 • Salary Range — R 473 716 — R 568 750.00 pa (All-inclusive package) • Location: Gauteng Office THE PURPOSE OF THE POSITION: The purpose of the Compliance Officer position is to develop and implement the compliance framework which include compliance governance, strategy, and process. To support the Commission in embedding a culture of sound ethical compliance and good corporate governance. MINIMUM REQUIREMENTS: • B.Com Law/ BA, law/LLB or equivalent, • Compliance certificate will be added as an advantage. • 3-5 years' experience in a compliance environment. • Legal drafting and/or interpretation • Research and presentation • Report writing •Analytical and Problem-Solving Skills • Verbal and Communication Skills • Attention to detail • Planning and organising • Teamwork and collaboration • Initiative • Information gathering and monitoring. KEY RESPONSIBILITIES: The key outputs of the Compliance Officer are but not limited to: • Identifying and advising on regulatory requirement applicable; • Keep abreast of all changes and legislative developments and advise management of any new regulatory requirements; • Analyse and prioritize the regulatory requirements; • Ensure the Commission is compliant with all applicable legislation. • Monitor compliance with regulatory authorities through means of compliance committee; and • Implement changes in rules to achieve compliance • Establish monitoring techniques and procedures to be used for compliance monitoring; • Develop, communicate and implement relevant policies, processes, procedures and annual plans; • Establish and maintain updated compliance registers; • Conduct legal research and ensure compliance to all relevant legislation • Provide training and educate staff on compliance matters affecting the Commission • Proactively auditing processes, practices and documents to ensure compliance • Implement compliance risk management plans on applicable laws; • Assist in the development and update of risk management policies, • Assist in the development and update of the risk management framework and implementation plan; • Provide support and training to staff to build compliance risk awareness within the Commission and to instil a compliance culture; • Develop and maintain compliance record keeping system for all compliance documentation and activities. • Prepare and submit monthly, quarterly and annual compliance reports to the Legal Analyst: Institutional Compliance • Report on compliance information and projects as required.
FINANCIAL CONTROLLER • Ref: 005/2021 • Salary Range — R 401 153.28 — R 469 556.16 pa (All-inclusive package) • Location: Gauteng Office THE PURPOSE OF THE POSITION: Reporting to the Management Accountant, the purpose of the Financial Controller position is to ensure that all FFC Accounts Payable transactions and associated administration are accounted for and administered in compliance with all relevant FFC financial policies and procedures. MINIMUM REQUIREMENTS: • Senior Certificate with 10 years' experience in a similar position; OR • A 3-year tertiary qualification with 2 years relevant experience in a similar position (processing, capturing, reconciliation). • Intermediate to advanced computer literacy (excellent Excel skills) • Exposure to relevant financial packages — Sage 200, Accpac, etc. • Computer Literacy— MS Office • Strong numerical skills • Good interpersonal and problem-solving skills. • Good communication skills. • Attention to detail and the ability to meet deadlines KEY RESPONSIBILITIES: The key outputs of the Financial Controller are but not limited to: • Capturing Invoices: Ensure that all purchase 2rders are matched to supplier's delivery notes and invoices and capture all creditors' transactions to the Suppliers Ledger and post the transactions to the General Ledger. • Accounts Payable Reconciliation: Reconcile Suppliers Ledger to Suppliers statements monthly by the 7th of each month and for all situations where them is a supplier balance, investigate background and correct discrepancies. • Payments: Prepare weekly payment schedule for submission to the Financial Accountant for cash management purposes and prepare payment batch and run and upload it onto EFT system; and review age analysis to ensure that creditors aging is below 30-days. • Contract management: Provide supplier payment information on the contracts register; Initiate supplier performance reviews for all FFC contract in conjunction with legal division; and communicate outcome of supplier review process to user divisions and the supplier. • Creditors Filing: Maintain updated accounts filing (both in hard copy and electronic) - Supplier's documentation, suppliers' correspondence, creditors correspondence — in accordance with FFC document and record management requirements; and ensure that Accounts Payable filing is accurate and updated. • Reconciliations: Prepare bank reconciliations on a weekly basis; follow-up on outstanding transactions and ensure that such transactions are captures timeously; and prepare, monthly, General Ledger reconciliations due approval by the Management Accountant — by the 7th of each month. • Purchase Card Transactions: Administer Purchase Cards and ensure reconciliation are done timeously; maintain all relevant documentation pertaining to Purchase cards; and prepare the monthly reconciliation for Purchase Cards. • Financial Policies and Procedures: Ensure that all financial transactions processed through the function are administered in line with the provisions of the Financial Policies and Procedures Manual • Co-ordination of Audit. Function: Prepare Audit File—Trial Balance, General Ledger, Suppliers Ledger, all Reconciliations, Service Provider Contracts and Fixed Asset Register. • Bid Adjudication Secretariat: Provide the secretarial assistance to Bid Adjudication committee as directed by the Chief Financial Officer and assist in ensuring that SCM prescripts related to the functions of the Bid adjudication committee are adhered to during meetings. SUPPLY CHAIN SPECIALIST • Ref: 007/2021 • Salary Range — R 733 257.00 — R 863 748.00 pa (All-inclusive package) • Location: Gauteng Office THE PURPOSE OF THE POSITION: Reporting to the Chief Financial Officer, the purpose of is to develop, implement and maintain the supply chain management system, oversee and manage the overall supply chain Supply Chain Specialist position management operations, including demand, acquisition, logistics, disposal, and supplier performance and risk management. MINIMUM REQUIREMENTS: • A Bachelor's/Diploma qualification in Finance, Logistics, Law or Supply Chain Management. • 5 years relevant experience in Supply Chain Management of which 3 years must have been at a supervisor level. • Experience in risk management activities. • Intermediate to advanced computer literacy (excellent Excel skills) • Exposure to relevant financial packages — Pastel, Accpac, etc • Excellent interpersonal and problem resolution skills. • Excellent report writing skills and communication skills. • Good project management and organisational skills. KEY RESPONSIBILITIES: The key outputs of the Supply Chain Specialist are but not limited to: • SCM Policies and Procedures: Interpret and maintain FFC Supply Chain Management policies and procedures against latest legislative requirements; and Implement approved SCM policies and procedures. • Demand Management: Develop and collate the input to the annual FFC Procurement Plan in line with the approved budget and perform Demand Management and Market Analysis and procurement strategies for the approved procurement plan; facilitate the FFC tender process and ensure compliance with user needs, as well as audit and adjudication requirements. • SCM Compliance: Monitor the adherence to and act upon non-compliance with the SCM policy by designing internal control documents and implementing process and document reviews. • Acquisition Management: Receive request to procure from end user and check that the request is in line with the procurement plan; review the drafted Terms of Reference for required services and oversee the advertising of Terms of References and/ or obtaining of quotes. •Contract and supplier management: Review drafts of Service Level Agreements and ensure that these are duly signed and filed; monitor, measure and report regularly on the performance of projects and contracts; establish and implement a contract management process to ensure that contract terms are in accordance with applicable standards and statutory requirements. • Collate and monitor procurement budget and reporting: Coordinate the inputs from managers for formulating the overall FFC procurement budget; monitor procurement activities against the agreed procurement budget; compile monthly, quarterly, and annual SCM reporting in line with National Treasury and SCM policy reporting requirements. • Risk Management: Identifying potential regulatory and non-regulatory risks through thorough and ongoing risk assessments with Divisional Heads and Governance Structures; prepare the Organisational Strategic Risk Register for submission to the Chief Risk Officer; evaluating identified risks against a variety of information & factors to provide commentary and recommendations about how to mitigate these risks across all Divisions; providing insightful, quality reporting to Chief Risk Officer and Accounting Officer, Operational Risk and Compliance Committees. SUPPLY CHAIN MANAGEMENT OFFICER • Ref: 008/2021 • Salary Range — R 473 716 — R 568 750 pa (All-inclusive package) • Location: Gauteng Office THE PURPOSE OF THE POSITION: Reporting to the Supply Chain Specialist, the purpose of the Supply Chain Management Officer position is to implement and maintain the FFC's supply chain management system including; demand, acquisition, logistics, disposal, supplier performance and risk management. MINIMUM REQUIREMENTS: • Bachelor's degree/diploma in finance or Supply Chain Management or equivalent NQF Level 6; • 3 or more years' experience in Supply Chain Management environment. • Experience in application of Supply Chain Management Framework, Public Finance Management Act (PFMA), Broad-Based Black Economic Empowerment (BBBEE), National Treasury Regulations, Preferential Procurement Policy Framework Act (PPPFA) and other procurement prescripts and regulations. • Experience in contract management. • Computer Literacy (Word, Excel, PowerPoint, Access) • Excellent analytical and problem-solving skills • Good communication and report writing skills • Accuracy and attention to detail • Perseverance and stress tolerance • Teamwork KEY RESPONSIBILITIES: The key outputs of the Supply Chain Management Officer are but not limited to: • Procurement Policies and Procedures: Interpret and implement standardised FFC Procurement policies and procedures and make recommendations / proposals to the Supply Chain Specialist for new or improved policies / procedures. • Manage Procurement Processes: Consolidate the annual FFC Procurement Plan in line with the approved budget and submit to Supply Chain Specialist for review; provide in-house staff training on SCM policy and procedures and manage the FFC procurement process as per the SCM policy and relevant legislation. • Identify Supplier Risks: Assist in Managing the inquiry, tender and contractual processes to reduce and eliminate financial, safety, environmental and legislative risks and identify, investigate and correct improper contracting by unauthorised staff. • Manage Supplier Relationships: Accept accountability for local supplier evaluation processes and systems; manage supplier delivery and contracted performance areas and ensure ongoing liaison with suppliers and maintenance of supplier relationships. • Contract Management: Facilitate the conclusion of FFC procurement contracts in accordance with the terms and conditions of the relevant contracts. • Budgeting: Coordinate the inputs from managers for formulating the overall FFC procurement budget — for both financial year and MTEF Budgets and monitor procurement activities against the agreed procurement budget. • Procurement Reporting and Record Keeping: Maintain a Procurement record keeping system for all SCM documentation and activities and submit monthly, quarterly and annual Procurement [SCM Reports to the Supply Chain Specialist.
