FILM AND PUBLICATION BOARD (FPB) THIS IS A READVERTISEMENT: VACANCIES MANAGER: REVENUE ENHANCEMENT SENIOR MANAGER: REGULATORY DEVELOPMENT AND RESEARCH ANALYSIS MANAGER: RISK AND COMPLIANCE MANAGER: PLATFORM MONITORING BACKGROUND OF ORGANISATION The Films and Publications Amendment Act, 2019 (Act No. 11 of 2019) which has ushered in the FPB as a regulator of content transitioning from its previous guise as a classification authority. The mandate of the FPB is significantly expanded with legitimate powers to issue and grant licences and enforce prescribed regulations, by imposing penalties for non-compliance with the law and the requisite regulations. The newly introduced enforcement committee will strengthen compliance. The capacity of FPB as online content regulator also lies in its legitimacy to perform its functions as accorded by the legislation and the robustness and clarity of the instruments it uses to regulate the sector, including enforcement. This therefore requires adequate, clear, and robust regulatory frameworks and procedures and instruments for efficient management of its regulatory environment. This priority therefore will be driven by the market intelligence and trends analysis research which will be a major support function towards this priority area. MANAGER: REVENUE ENHANCEMENT JOB LEVEL: D2 SALARY RANGE: Total Annual Package (CTC) – R807,848.00 LOCATION: FPB (Head Office – Centurion) POSITION STATUS: 12 month FTC Key Outputs: The successful candidate will report to the FPB Senior Manager: Finance and Revenue Enhancement and ultimately to the CFO and their responsibilities will include: ●Strategy Development - Update and implementation of the Revenue Enhancement Strategy: Develop revenue recognition strategies in conjunction with the Finance Manager to maximise FPB’s revenue and to meet targets ● Policy Development – Develops and enforce the FPB’s revenue and budget policies and procedures; ● Budget Preparation – Budget preparation in line with the strategic objectives of the FPB; ● Financial Analysis – Analyse monthly financial statements and determine monthly revenues; Oversee Revenue analysis, management, calculations and reporting functions on a monthly basis; Forecast monthly revenue and identify and communicate revenue opportunities and risks to the CFO and EXCO ● Reporting - Prepare the revenue MTEF database annually; Prepare annual review mid-term adjustment budget; Generate revenue reports for the CEO, EXCO and Board and Sub-committee review ● Risk Management – Updating monthly and quarterly risk register; ● Financial Administration – Managing Deposit account and process allocations; Review and approve cashbooks and bank reconciliation; Review and approve monthly revenue reclassification and deferred journals; Manage processing of client invoices in a timely and accurate manner; Manager requests for funds from Department of Treasury; ● Good knowledge of change management and stakeholder management. ● Good understanding of the FPB’s legislative mandate and operational environment. ● Collaboration and teamwork; SENIOR MANAGER: REGULATORY DEVELOPMENT AND RESEARCH ANALYSIS JOB LEVEL: D4 SALARY RANGE: Total Annual Package (CTC) – R1,147,020.00 LOCATION: FPB (Head Office – Centurion) POSITION STATUS: 12 month FTC Key Outputs: The successful candidate will report to the Executive: Regulatory Development and Enforcement and responsibilities will include: ●Strategy Development - Assist with the Strategic Development of the Annual Performance Plan; Review and interpret Research and Market Intelligence and other business aspects of the FPB that informs strategic measures and regulatory strategies, processes and systems to enable achievement of the FPB regulatory mandate; Assist with the identification of strategic partnership to support the implementation of the regulatory and non-regulatory mandate; ● Policy Development – Ensure corporate and regulatory policy and development activities are led effectively and efficiently, and that policy and development decisions made are evidence based, proportionate and defensible and are documented appropriately,; Develops and enforce the FPB’s policies and procedures; ● Regulatory Development – Interpretation and applying relevant legislation and regulatory frameworks in the context of complex matters requiring consultation, advice or further investigation; Oversee and guide the Regulatory, Research and Market Intelligence team to identify key areas of further investigation to support the ongoing strategic alignment of FPB’s regulatory and non-regulatory mandate; Develop risk mitigation plans per Business Unit that are monitored quarterly; Assist in the development of systems to facilitate risk monitoring and risk mitigation. Possibly procure appropriate risk management system via ICT; Compile a consolidated risk register for the organization; Implement business continuity plans, fraud response and prevention plans; Ensure proper risk management ownership, monitoring and reporting by unit managers and Divisional Executives; Assist with compliance to all relevant risk legislation, policies, regulations and guidelines, develop a compliance register and monitor on a quarterly basis; Develop and implement the FPB’s Risk and Compliance Policy and Anti-Fraud Corruption Strategy; Maintain relationships with other risk management functions and assurance providers within the FPB as well as within the broader fraternity of the Department of Communications; Coordinate and Facilitate Risk and Compliance Management skill transfer within FPB; Facilitate compilation of Risk identification processes, compilation of risk registers into a centralised document, processes for evaluation and assessing identified risk and the adoption of an appropriate response strategy with assigned ownership and risk responses. MANAGER: PLATFORM MONITORING JOB LEVEL: D2 SALARY RANGE: Total Annual Package (CTC) – R807,848.00 LOCATION: FPB (Head Office – Centurion) POSITION STATUS: 12 month FTC • Key Outputs: The successful candidate will report to the Senior Manager: Platform Monitoring, Prohibited Content Analysis and responsibilities will include: ● Project Management - Providing vision and direction to the Agile development team and stakeholders throughout the project and create requirements; Lead the planning product release plans and set expectation for delivery of new functionalities; Liaise with Business analyst to ensure that platforms used to record inspections, escalations, FPB hotline and mobile app are refreshed or updated as and when the need arises. ● Operation Business Unit Management – Ensure that the team always has an adequate amount of prior prepared tasks to work on. Ensure that content is sampled for Online distributors based on their catalogue volumes; Ensure that content complaints on platforms escalated to the team are attended to and investigated in line with the unit's SOP; Ensure content inspections are conducted for prohibited content; Work with research and define the customer segments served by the company's products. This will be based on developing a deep understanding of customer goals, the value customers derive from the product, and the business capabilities and digital strategies of the business domain; Plan and prioritize product feature backlog and development for the product used by the team and other units for content monitoring and reporting; Orchestrate a variety of stakeholders to achieve a shared vision of product goals and priorities; Work closely with divisions/units to convey the product vision, continuously verify that the product fulfils those requirements and help the team ensure it is building the right product that will assist business to achieve its target (APP/OPP); Maintain a full product life cycle perspective, and work to balance short-term achievements with long-term; Define product vision, product road-map and growth opportunities for FPB Mobile App, E-visitation, FPB Hotline as well as any other new app required; Assess value, develop cases, and prioritize stories, epics and themes to ensure work focuses on those with maximum value that are aligned with the FPB strategy; Provide backlog management, iteration planning, and elaboration of the user stories for app used in platform monitoring; Work closely with Business to create and maintain a product backlog according to business return on investment (ROI); Provide an active role in mitigating impediments impacting successful team completion of Release/Sprint Goals; Research and analyse market, the users, and the roadmap for the product; Ensure that the FPB follow-up on the industry and compliance monitoring is carried out in all known platforms that distribute content that falls within our jurisdiction; Keep abreast with Agile/Scrum best practices and new trends; Ensure that due diligence is conducted when selecting or recommending applications for business use.
