Our mission is to "ensure effective child protection, empowerment of consumers, and a contribution to the economic growth of the industry through regulation of media content ". SENIOR MANAGER STRATEGIC PARTNERSHIP AND SUPPORT: OFFICE OF THE CEO Type: Permanent Reference: O018 Patterson Grade: D4 Remuneration: R 1 411 273.00 CTC per Annum Requirements: Hons/Post Graduate Degree in Bachelors in Business Admin/Public Admin/ Office Management or related qualification (NQF Level 7) (NQF Level 8) will serve as an added advantage. 5 years of Operational Experience in Executive Office Management Competencies: ● Advanced computer skills in MS Office Suite, including Word, Excel, PowerPoint, and Outlook. Duties: Strategic and Executive Support to the CEO • Provide Secretariat Services to Exco • To provide strategic and effective administrative support to all strategic documents • Prepare presentations for strategic platforms that require the CEO’s participation • Responsible for coordination of the CEO’s strategic platforms • Communicate directly, and on behalf of the CEO, with stakeholders, on matters related to CEO’s programme initiatives • Provides leadership to build relationships crucial to the success of the organization and managers a variety of special projects for the CEO • Successfully completes critical aspects of deliverables with a firsthand approach, including business projects, and other tasks that facilitate the CEO’s ability to effectively lead the company • Support the CEO’s Personal Assistant in ensuring a smooth-running process in the office of the CEO including project operations e.g. agenda for strategy, workshops, and follow-up on deliverables assigned by the CEO. • Acts as a strategic partner to the Department of Communications & Digital Technologies’ entity oversight • Prioritizes conflicting needs, manages matters expeditiously, and proactively, and follows through on projects to successful completion, often with deadline pressures Provide Administrative support to the CEO and Council • To maintain professionalism and image of the CEO’s office • Function as a trusted strategic advisor and operator for the Chief Executive Officer, who can fill in as necessary in meetings, synthesizing information, and feedback for quick decision-making • Maintain high standards of professionalism, discretion, diplomacy, judgment, customer service, efficiency, and operational excellence. • Ensure oversight of all policies, and submissions to the office of the CEO prior to the Council s approval • Ensure smooth running of Exco meetings and other committee meetings including coordination and planning. • Coordinate the submission of all Council documents to be signed off by the CEO for all Council meetings. Planning, organizing the coordinating formal submission of key documents and operational reports of the organization. • Preparation of monthly reports, quarterly management reports, and Parliament documents for reporting purposes. • Manage and coordinate formal submissions of documents including planning and quarterly performance reports to the Executive Authority as per legislative requirements (Films & Publications Act, PFMA, etc.) within the specified timeframe, e.g. strategic and business plans, quarterly reports, budget, etc. • Maintain a register of all documents submitted and obtain written confirmation of receipts. • Participate in the Organisation forums and appropriate/relevant committees. Staff management and development • Delegate work assignments and tasks to appropriate individuals, providing sufficient direction so desired business outcomes can be achieved • Provide a direct report with leadership, direction, development, and coaching to achieve work objectives as per individual agreements. • Manage and account for all staff in the CEO's office. Intergovernmental and international relations • Assist in creating an external environment conducive to the organization being able to function in terms of political, media, and stakeholder buy-in • Collaborate and drive interaction as well as communication between the CEO, the Communications department, and the media. • Provide Secretariat service to the Organisation's international and domestic engagements. Organisational Management and Governance of all Secretariat Services • Assist in enforcing good governance and compliance. • Assist in creating an internal environment conducive to the organization being able to function in terms of human and financial resources, internal climate, and culture. • Oversee the Secretariat services in the organization. Financial Management/oversight and compliance • Develop and manage the CEO’s budget (including the use of outsourced and contracted services), in line with the office of the CEO. • Manage financial resources cost-effectively. • Manage the Council’s budgets and expenditures. CORPORATE SERVICE EXECUTIVE Type: Five-year Fixed Term Contract Reference: O019 Patterson Grade: Patterson E4 Remuneration: R 1 750 793.00 CTC per Annum Role Purpose The key focus of the role is to oversee, direct and provide strategic leadership, advisory and support services to the FPB with regard to corporate services. Requirements: Applicants should be in possession of Matric /Grade 12. Relevant Undergraduate qualification/ Bachelor’s degree or equivalent (NQF level 7 as recognized by SAQA) and relevant postgraduate qualification (NQF 8 as recognized by SAQA) Human Resources/ Business Management/ Public Administration or related field. Masters or equivalent (NQF level 9 as recognized by SAQA) will be an added advantage. At least 8 experiences at a senior management level) within a Corporate services environment. MANAGER PLATFORM MONITORING Type: Permanent Reference: O010 Patterson Grade: D3 Remuneration: R1 190 192 CTC per Annum Requirements: Bachelor’s Degree or BTech Degree In Information Technology or related qualification (NQF Level 7) 5 years of Experience in Platform Monitoring. Duties: Ensure that content is sampled for Online distributors based on their catalogue volumes. •Ensure that content complaints on platforms escalated to the team are attended to and investigated in line with the unit's SOP •Ensure content inspections are conducted and analyzed for prohibited and harmful content including CSAM •Work with the research Unit and define the customer segments served by the company's products. This will be based on developing a deep understanding of customer goals, the value customers derive from the product, and the business capabilities and digital strategies of the business domain. •Plan and prioritize product feature backlog and development for the product used by the team and other units for online content monitoring and reporting. •Work closely with divisions/units to convey the product vision, continuously verify that the product fulfils those requirements, and help the team ensure it is building the right product that will assist the business in achieving its target (APP/AOP). •Maintain a full product life cycle perspective, and work to balance short-term achievements with long-term. •Define product vision, product roadmap, and growth opportunities for FPB Mobile App, E-visitation, FPB Hotline as well as any other new app required. •Assess value, develop cases, and prioritize stories, epics, and themes to ensure work focuses on those with maximum value that are aligned with the FPB strategy. •Provide backlog management, iteration planning, and elaboration of the user stories for the app used in platform monitoring. •Work closely with Businesses to create and maintain a product backlog according to business return on investment (ROI). •Provide an active role in mitigating impediments impacting successful team completion of Release/Sprint Goals. •Ensure that the FPB follow-up on the industry and compliance monitoring is carried out in all known platforms that distribute content that falls within our jurisdiction. •Keep abreast with Agile/Scrum best practices and new trends. •Ensure that due diligence is conducted when selecting or recommending applications for business use. Ensure that related training is provided for applications used in the organization for monitoring content as well as technical support is provided. Duties: Formulation and implementation of the Classification strategy in line with the objectives of the organization. Develop and monitor the implementation of classification policies and procedures. Ensure adherence to processes and procedures in the management of classifications including self-classification. Manage relations between Classifiers and Quality Assurance Manage Classification Claims and Salaries in line with the approved budget Compile, submit, and present Classification reports on a monthly and quarterly basis to Management and Council Facilitate Public information sharing and education on the role of FPB in the classification of content through the Communication Unit. Ensure that sufficient internal staff, classifiers, and QAs are available and properly trained Prepare performance management contracts on an annual basis for internal staff, Classifiers, and QAs Review performance on a quarterly basis for internal staff, Classifiers, and QAs Facilitate coaching, mentoring, and guidance to reporting staff for internal staff, Classifiers and QAs Identify any training requirements in reporting staff and ensure that these requirements are met for internal staff, Classifiers, and QAs Facilitate Debriefing sessions, and staff engagement and monitor the implementation of recommended actions. Duties Ensures that all operational activities of the Authority are compliant with relevant legislation and codes of good governance Responsible to streamline the Licensing categories in line with the Film and Publication Act and regulations, develop the licensing obligations for different categories including self-classification. Ensure that applications are processed in line with the registration and licensing procedure in line with FPB’s complaints handling procedures investigate the complaints received by the Board about unclassified, prohibited content, or potential prohibited content, and/or in relation to services being offered online by any person, including commercial online distributers and non-commercial online distributers and refer them to the Enforcement Committee. Ensure that complaints are submitted in accordance with the prescribed procedures Provide regular feedback to the public regarding public complaints. Manage compliance officers established in terms of section 15 of the Act, and guide on all matters of compliance. Guide compliance officers to preliminary establish the merits of the complaints prior to referring to the Enforcement Registrar. Provide advice and support and carry out legal analysis on issues relating to investigations in accordance with the FPB’s policies, procedures and manuals; Ensure that investigations are completed in a methodical and sound manner; Attend to the screening/summary of the complaints that have been registered with the FPB; Make follow-ups on complaints in accordance with the FPB’s complaints handling procedures. Attend to consultations with complainants and interactions with complainants respondents, attorneys, government departments and stakeholders in relation to the complaints handling process as may be required; Present non-compliance matters before the enforcement committee. Interpreting and applying relevant legislation and regulatory frameworks in the context of complex matters requiring consultation, advice or further investigation. Identifying process improvements and recommending solutions based on detailed understanding of relevant legislation and regulatory frameworks. Negotiation and consultation with stakeholders, including framing persuasive arguments, having a strong grasp of the key issues and a position of other parties and desired outcomes.
