BEHAVIOURAL TRAITS •Brand leadership •Positive influence capabilities •Independence •Precision •Cognitive application of coherent principles •Confidentiality PERFORMANCE RESPONSIBILITIES: •Provide input to the preparation of the divisional business plans, operational plans and budgets in line with the Service Level Agreement and other operational considerations •Assist with the development of strategies and plans to promote workplace skills planning in order to increase the submission of WSPs and ATRs, •Facilitate the evaluation of WSPs and ATRs, conduct WSP/ATR audits. •Contribute to the development of a system for the receipt and analysis of WSPs/ ATRs and compile trends analysis reports; •Conduct research in relation to research initiatives contained in the organisational research agenda such as the sector skills plan (SSP) and co-ordinate any outsourced research projects. •Conduct visits to companies to promote the FP&M SETA skills development initiatives and gather stakeholder input for improvement of service delivery; •Provide capacity building and support to constituent employers regarding WSP and ATR compilation; •Assist with the development and maintenance of stakeholder databases, including mandatory and discretionary grant databases for the designated region •Monitor uptake, report on progress and completion of discretionary grants in the designated region; including facilitating the payment processes for such grants, as per the reporting requirements of the Projects division •Contribute and assist in the management and implementation towards special projects managed by the Head Office Management such as the SSP, Strategic Plan Framework (SLA), Training Layoff Scheme and qualification and learning materials development from the regional perspective including the co-ordination of stakeholder input; •Contribute towards reports on various skills development activities and achievements pertaining to the region for relevant stakeholders including other divisions and the Department of Higher Education and Training; •Promote public/private partnerships within the FET/HET sector, as per targets outlined in the FP&M SETA Strategic Plan Framework and the SSP •Submit Regional reports to both internal (SPR Manager and Regional Manager) and external stakeholders and promote capacity building for both internal and external stakeholders •Marketing skills development and promote participation in the FP&MSETA skills development initiatives through platforms such as regional training forums and breakfast meetings; •Assist with WSP submissions and Verification of banking details •Address all stakeholder queries at all times [e.g. WSP, ATR, DG, etc.] •May contact non-active companies and encourage them to participate ,i.e. WSP/ATR submissions •Assist on DG Application processes •Follow up on contracts and deliverables with stakeholders •Verify payments submission and implementation •Ensure addendums are signed continuously •Compile Reports as and when required by the Regional Manager and /SPR Manager •General office administration CONTACT PERSON: Sophie Tiro CLOSING DATE: 20 May 2022 at 16H30 TEL NUMBER / E-MAIL: 011 403 1700 NB: CV’s should be forwarded to recruitment@fpmseta.org.za Please specify the position applied for and reference number. BEHAVIOURAL TRAITS Brand leadership Positive influence capabilities Independence Adaptability Attention to detail Precision Analytical Cognitive application of coherent principles Confidentiality PERFORMANCE RESPONSIBILITIES: Leadership role Assist with the management of liabilities by ensuring discretionary grants are disbursed Contribute towards the planning and monitoring of the FP&M SETA discretionary and special project budgets by carrying out tasks such as the development of the seta grants budget, capturing and verification of information before processing of invoices, posting and allocation of expenses into the correct accounts in line with the discretionary and project budget, compilation of the discretionary portion of the monthly management reports highlighting expenditure patterns in line with indicators of NSDS 3. Assist the CFO in determining the cash needs of the organization for spending on the grant account. Ensure that invoices are paid within 7 days of receipt Supply information to the CFO regarding the expenditure patterns and funds available for the various funding windows and attend to all internal queries. Liaise with the CFO on expenditure and management of discretionary and special project funds. Ensure that project administration expenses do not exceed 7.5% of the total value of the project and that the budget is not exceeded. Policy development and review Assist with the development and review of financial policies and procedures in line with the PFMA and treasury regulations and any other applicable legislation for projects and discretionary grants Develop and maintain the assets register Regulatory compliance Assist the Projects Division and the CFO in compiling the performance section of the Annual report. Implement and maintain internal financial control and procedures Comply with supply chain requirements. Reporting Assist the CFO in preparation of the discretionary schedule of the financial quarterly report. Assist the CFO in compiling the commitments section of the annual financial statements. Submit draw down requirements for NSF, donor funding. Audit and Risk Liaise with Auditors and manage audit process, while ensuring that all recommendations from Auditors are adequately addressed Identify and mitigate financial and assets risks Administrative duties Keep accurate up to date financial records on the MIS system Ensure that accurate records are maintained for project administration expenses Ensure all DG payments are supported by adequate documentation.
