THE ENTITY: The entity is responsible for the management of nature conservation within the Province of KwaZulu-Natal including protected areas as well as the development and promotion of ecotourism and facilities within the protected areas. Ezemvelo KZN Wildlife wishes to appoint a suitable candidate for the position of Procurement Manager. PURPOSE OF THE JOB: To coordinate, review, undertake and implement the supply chain acquisition management framework and policies through the execution of the bidding process and establishment of framework contracts, according to the prescribed procurement methodologies. To further support the organisation in the development and implementation of appropriate procurement policies to support the efficiency and effectiveness of the function as well as the advancement of Black Economic Empowerment. QUALIFICATIONS • Bachelor’s Degree in Supply Chain Management/Public Management/Finance or any other equivalent NQF Level 7 Qualification in the field of Commerce or Public Management and Administration. • Valid Code B Driver’s Licence EXPERIENCE A minimum of 5 years’ experience in a public procurement/supply chain management environment A minimum of 3 years’ supervisory experience KEY PERFORMANCE AREAS Manage the functional operation of the Sub-Unit: Procurement (Acquisition Management). Manage, design and develop acquisition management processes and procedures. Compile operational acquisition management plan. Manage the execution of the acquisition management plan. Monitor and review the acquisition management activities. Mitigation and implementation of audit recommendations. Coordinate (synergise), review and execute the bidding process. Oversee the bidding process. Compilation of bid documents and advertisements. Publishing of bid documents on all relevant platforms. Receipt (closing and opening) of bid documents and publishing of information. Management the process of appointing all bid committees and further manage the provision of administrative support to all bid committees. Monthly reporting on the status of all bids. Coordinate, review and source quotations according to the threshold values determined by the National Treasury. Oversee the quotations process. Review and approve quotations in accordance with the procurement delegations. Supervise employees to ensure an effective acquisition management service and undertake all administrative functions required with regard to financial and HR administration. This would, inter alia, entail the following: General supervision of employees. Allocate duties and perform quality control on the work delivered by supervisees. Advise and lead supervisees with regard to all aspects of the work. Manage performance, conduct and discipline of supervisees. Ensure that all supervisees are trained and developed to be able to deliver work of the required standard efficiently and effectively. Develop, implement and monitor work systems and processes to ensure efficient and effective functioning.
