THE ENTITY The entity is responsible for the management of nature conservation within the Province of KwaZulu-Natal including protected areas as well as development and promotion of ecotourism and facilities within the protected areas. PERPOSE OF THE JOB: To coordinate, review, undertake and implement the supply chain acquisition management framework and policies through the execution of the bidding process according to the prescribed procurement methodologies. QUALIFICATION AND EXPERIENCE • An NQF level 7 qualification in Supply Chain Management/Purchasing Management/ Public Management or related equivalent qualification. • Knowledge of relevant legislation (PPPFA, BBBEE & PFMA) • Minimum three years relevant experience • Valid code 8 driver’s license COMPETENCIES REQUIRED: • Strategic thinking and planning • Analytical, Communication and Negotiation skills • Stakeholder Management • SCM Business Processes • Relevant Policies and Procedures Key Performance Areas • Evaluate competitive quotations and make commercial recommendations • Place orders and contracts with suppliers • Arrange and attend site meetings as and when required • Work closely with suppliers to create long-term strategic relationships • Act as an intermediary between Ezemvelo internal customers, creditors section and vendors in disputes regarding price, quality, and service • Initiate and manage the procurement process • Manage tender solicitation process • Manage the tender evaluation process • Manage the contract award process • Manage all types of deviations from normal SCM process • Report on SCM process inefficacies, compliance issues and turnaround times • Analyze AG audit findings/reports and ensure to implement action plans learned for future efficiencies • Coordinate the procurement of all the capital projects as per the procurement plan • Manage and control the day-to-day administration. PERPOSE OF THE JOB: To coordinate, review, undertake and implement the supply chain demand management framework and policies through research, analysis and planning of procurement requirements, the collating of information for the annual procurement plan ensuring that funds are available and the compilation of specifications. (iv) Determine whether specification for the relevant commodity exists, if not oversee the collection and collect information and compile specification/terms of reference • Guide Business Units on demand management matters to promote correct implementation and sound demand management practices. • Compile and publish request for quotations and bids where required • Establish, monitor, and report on Procurement Objects • Manage and control the day-to-day administration.
