NO. 148/2023 MINIMUM REQUIREMENTS: A relevant bachelor’s degree in public administration/Management Sciences/Law; or equivalent. The appointee will be required as a condition of his or her appointment to enter into a performance contract with the municipality within sixty (60) days of the appointment in terms of Section 57 of the Municipal Systems Act, 2000. A post graduate qualification in the above field will be an added advantage. Minimum of five (5) years relevant experience in middle management level preferably in Local Government. Certificate Programme in Municipal Development (CPMD) or Executive Leadership Municipal Development Programme (ELMDP). The ability to integrate service delivery in the context of the councils Integrate Development Plan (IDP) and oversee the Service Delivery and Budget Implementation Plan (SDBIP). Computer literacy. Code (08) driving license. KNOWLEDGE: Good knowledge and understanding of relevant policy and legislation; Good knowledge and understanding of institutional governance systems and performance management; Good knowledge of corporate support services, including: - human resource management, legal services, facilities management, information communication technology and Council support. Good knowledge of supply chain management regulations and preferential procurement policy; good governance; Labour relations Act and other related prescripts. Computer literacy. Valid Code (08) driver’s license. KEY PERFORMANCE AREAS: Manage a department with the following functions: human resource, secretariat, information communications technology, registry and auxiliary services, overall financial management, including systems and controls of the department; provide strategic leadership for corporate service department; provide direction in terms of what the department needs to support the overall strategy of the municipality. Ensure supervision on the development and implementation of operational policies; ensure compliance with all pieces of legislation pertinent to local government; optimize excellence within the department; ensure that the municipality has a good internal and external communication system; coordinate transformation and organizational development programmes for the municipality. KNOWLEDGE, SKILLS & COMPETENCIES REQUIRED • Be computer literate • Good communication skills • Time management • Report writing and administrative skills, and • Analytical skills KEY PERFORMANCE AREAS: • Co-ordinate processing of statutory applications as per the requirements of the Spatial Planning and Land Use Management Act (No 16 of 2013) and Municipal By-Laws. • Preparation of Town Planning Reports to the Authorised Officer and the Municipal Planning Tribunal. • Co-ordination and processing of the Record of Decisions for all statutory applications. • Co-ordinate the development and review of the Spatial Development Framework and relevant planning Sector Plans including implementation thereof, the development and review of the Single Land Use Scheme and other relevant plans and ensure implementation thereof. • Facilitate obtaining inputs from relevant departments and stakeholders for Town Planning and Township Establishment Activities in order to ensure implementation of policies and special plans and processing thereof. • Assist in providing Planning related information for the Development and Review of the IDP. • Attend to all town planning related public enquiries/ complaints and make recommendations thereof. • Facilitate public awareness campaigns for both Planning and Environmental Management • Provide comments on environmental management applications including prospecting mining rights applications, including meetings and training thereof. • Perform any other duties as assigned by EM: Planning and Economic Development or any other delegated person.
