KEY PERFORMANCE AREAS: • Perform Credit Control & Debt Collection duties in accordance with laid down Credit Control & Debt Collection legislation, policies and procedures • Exercise control over all Rates' accounts, rates clearances, and changes on owners' accounts, balancing of valuation roll and property value changes. • Ensure effective and efficient implementation of the Credit Control & Debt Collection policy of Council • Analysing, approving and authorising revenue recording processes referring to information detailed in supporting documentation and resolving deviations from procedures. • Providing guidelines /guidance to personnel on the application of procedures. • Interacting with the internal/ external stakeholders and makes available information, supporting documentation and proofs of approval guiding specific recordings. • Assisting with the defining/ adjusting the role boundaries, workflow process and job design against laid down service delivery requirements and statutory financial. DEPARTMENT: FINANCE POSITION: SENIOR SCM CLERK (X1 POST) TASK GRADE: TASK GRADE 7 SALARY NOTCH: R163 716 per annum SALARY SCALE: R163 716 — R212 520 POST ID NO: FIN 015 CLOSING DATE26/04/2022 NOTICE NO: 38/2022 REQUIREMENTS • Grade 12, Plus Diploma in Finance Management or Equivalent qualification • 1-2 years finance related experience • Supply Chain Management experience in local government will be an added advantage. • Valid driver's license • Certificate in Municipal Financial Management Programme, will be an added advantage KNOWLEDGE, SKILLS & COMPETENCIES REQUIRED • Be Computer literate • Good communication, administration. • Numeracy and communication Skills • Positive attitude • Self-motivated • Outstanding administrative skills • Exceptional organizing and planning skills • Time management and report writing skills. KEY PERFORMANCE AREAS: • Capturing information pertaining to supply chain management and preferential procurement referring to relevant source documentation and accessing specific field and inserting required information. • Processing new supplier information referring to registration forms, maintaining the supplier database records and confirming that suppliers are in possession of updated tax clearance and registration certificate through request for submission. • Maintaining scm registers and preferential procurement information and if required extracting reports detailing awards over a specific value and forward to immediate superior for approval and review • Corresponding through electronic mail/ telephonically with suppliers and making available relevant information/ documentation (database forms) in accordance with procedural requirements • Preparing document packs for bid and other supply chain management meetings, copying and binding documents in sequential order for ease of reference • Attend suppliers' site/briefing meetings as scheduled on the notice • Preparing formal written quotations for publishing on website and notice boards • Capturing receipts and issues referring to transactional data and inserting relevant information into specific fields • Updating and processing system information, maintaining records and registers/ database information with respect to suppliers, prices and related procedural requirements and/ or, extracting reports on the status of procurement activities All standard Municipal Fringe benefits which inter-alia includes a Housing Subsidy, Medical Aid, and Pension Fund would be applicable to the above post.
