KEY RESPONSIBILITIES • Identifies and defines the immediate, short- and long-term objectives / plans associated with the Revenue & Expenditure functionality. • Directs, manages and controls the key performance indicators and outcomes of personnel within the division. • Manages, controls and directs the implementation of specific financial procedures, systems and controls associated with the various financial activities of the division. • Manages the Revenue division comprising the consolidated billing, customer care, property valuations, debt management and billable and non-billable revenue sources. • Managing the Expenditure division comprising creditors, expenditure, payroll and Vat Administration. • Ensuring full compliance with MFMA and MPRA Acts and all other legislative statutes governing Revenue & Expenditure. • Controlling all accounting administration functions relating to the section. • Ensuring balancing of control accounts and reconciliation of suspense accounts. • Coordinating and preparing budget estimates and cash flow management for Income and Expenditure. • Developing Revenue and Expenditure accounting policies, systems, and procedures. • Facilitating the development of the Departmental Service Delivery Budget and Implementation Plan for Revenue & Expenditure. • Providing inputs to legal and contract management matters. • Liaising with relevant stakeholders both internal and external. • Attending Standing Committee and Departmental meetings. • Assisting the CFO with the operations of the Finance Directorate.
