Purpose:
 
Responsibilities

• Provide strategic capability and leadership by developing operational targets in support of tactical delivery plans and organisational strategic objectives in partnership with divisional leadership
• Contribute to the development and implementation of an operational strategy for the business area in alignment with the divisional objectives
• Ensure the effective implementation and integration of programme management frameworks, tools and systems
• Develop and execute an efficient internal communication strategy for effective communication with all levels of management within the department
• Set realistic operational targets in support of tactical delivery plans and organisational strategic objectives in partnership with divisional leadership
• Implement the designed mutually beneficial contract negotiations, relationships, management and administration of agreements
• Establish and manage strategic internal and external relationships inclusive of customer, service provider and relevant legislative agencies and structures
• Manage an administrative function to meet predetermined requirements, ensure that organisational demands are met in the short to medium term
• Partner with next level managers and specialists in the process of design and compliance and implement associated practices, processes and standards
• Scan external environment to identify and take advantage of new knowledge of related acts, regulations and regulatory frameworks to improve results
• Implement risk management, governance and compliance policy and processes
• Monitor and enforce effective financial control, corporate governance and financial compliance
• Deliver on service level agreements that are aligned with Batho Pele principles and ensure customer satisfaction

 
Job Requirements

• B Degree in Built Environment, Project Management or equivalent NQF Level 7 qualification
• Minimum of 5 years' experience in an engineering consulting, construction, project management or similar environment
• A valid driver's license
• Registration with the SACPMP or certification by PMI or relevant professional body will be advantageous

Responsibilities

• Provide project management support to the department, monitoring and reporting on implementation and progress of decision made
• Manage a functional unit within a division that is accountable for the delivery of set objectives within specified time frames and costs
• Effectively assess, intervene and mobilize support interventions for allocated programmes where necessary
• Anticipate problems and resolve them timeously in order to ensure that work outputs are achieved within agreed deadlines and standards
• Ensure that SOP's, processes, procedural guides and quality service standards are developed, maintained, understood and implemented
• Establish, implement and manage operational governance and risk management processes in the context of organisational policy
• Ensure effective operations management service delivery within the division, ensuring compliance with the Batho Pele principles
• Provide assistance to develop monthly and annual budgets and financial and non-financial reports in accordance with statutory and Council presentation requirements

Responsibilities

• Effectively utilize resources allocated to the job in order to perform contracted work outputs and report on and escalate any shortfalls
• Take accountability for delivery of contracted work output within agreed parameters of SOP's, quality standards and service targets
• Escalate unresolved delivery and quality issues to operational management and process owners
• Identify and resolve queries and problems timeously, applying discretion in line with provided guidelines and escalate unresolved problems
• Ensure timeous availability of necessary project information for management information tracking, status reporting and accurate administration
• Apply effective systems and data management for effective record keeping as per set standards, policies and procedures
• Manage an effective financial process that will contribute towards prudent financial management
• Ensure that completed work adheres to governance and legislative requirements
• Contribute to a culture which builds rewarding relationships and enables excellent customer service in line with Batho Pele principles

• National Diploma in Project Management or relevant equivalent NQF Level 6 qualification
• Minimum of 3 years' experience in a project administration or similar environment
