Duties and responsibilities: The incumbent will be responsible for the following duties and responsibilities: • Develop, implement, and review accreditation, guidelines, tools, and instruments for historically registered qualifications. • Ensure advocacy and recruitment drive for potential and existing unaccredited skills development providers is conducted. • Manage skills development provider accreditation processes in line with the approved Quality Assurance Policies and Standard Operating Procedures of the ETDP SETA and the Quality Council for Trades and Occupations (QCTO). • Manage learning programme evaluation and approval in line with the approved learning programme evaluation criteria of the ETDP SETA and the QCTO. • Ensure that skills development providers fulfil accreditation and learning programme compliance requirements of the ETDP SETA and QCTO. • Ensure that skills development providers are accredited and re-accredited in line with the approved Quality Assurance Policies and Procedures of the ETDP SETA. • Ensure that an accurate database of not yet accredited and accredited skills development providers are kept. • Ensure that accreditation letters are issued only when all accreditation and learning programme evaluation requirements have been met. • Facilitate and coordinate the necessary committees, (e.g., the irregularity and appeals panel) related to the focus area including the reporting requirements to the Quality Assurance Committee (QAC) of the ETDP SETA. • Oversee the management of learner records in terms of both enrolments and achievements. • Review and approve monthly external moderation schedules for historically registered qualifications. • Approve external moderation recommendations and ensure that statements of results are issued to qualifying learners. • Manage the certification process of learners against historically registered qualifications. • Oversee the registration, re-registration and de-registration of constituent assessors and moderators. • Develop, implement, and review monitoring tools and instruments. • Plan and manage the learning program delivery monitoring by the skills development providers. • Collate monthly and quarterly reports relating to skills development providers monitoring from quality assurance officials. • Register, monitor, and review the Workplace Based Learning Programme Agreements. • Ensure the effective performance of the administrative function within the ETDQA Unit. • Present monthly, quarterly and annual reports to various structures such as Management, QAC and QCTO. • Prepare the budget for the Department and ensure astute budgetary management. • Effective people management and development. • Perform any other duties as assigned by the Line Manager. The successful incumbent will report to the Manager: Performance Monitoring and Reporting and will be expected to develop strong working relationships on performance monitoring and reporting-related matters with the ETDP SETA Head Office units and provincial offices. The successful candidate must meet the following minimum requirements: Qualifications and experience: • A Bachelor’s degree (NQF level 7) in Economics or Business Administration or Public Management or Developmental Studies or Social Sciences.
