THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS: Organisational Planning and Operations Management · Facilitate the development of a comprehensive Strategic Plan, Annual Performance plan (APP), Service Level Agreement (SLA) and Annual Operational Plan (AOP). · Develop and manage an effective project management system for ECSECC and Monitor the performance of Programmes and Projects. · Monitor the implementation of the ECSECC Annual Performance Plan and Annual Operations Plan. · Ensure timely submission of plans and reports per requirements set out in applicable policy and legislation. · Provide strategic and operational support to ECSECC Programmes and Projects. · Coordinate collaboration and integration between ECSECC programs. Stakeholder Management and Communication · Develop and manage organizational policy, strategy and systems for stakeholder management and communications. · In collaboration with Strategic Research, Information and Innovation; develop and manage systems and mechanisms for internal and external access to socio-economic, data analysis and information. · Develop and manage an organizational multi-prong communication strategy. Digital transformation and ICT · Develop and manage organisational policy, strategy and systems for ICT and digital transformation. · Ensure sound and compliant ICT governance. · Build an ICT that enables ECSECC success in executing it Value Proposition 2. Other Tasks of this position are as follows: · Participate in and give strategic guidance to organisational committees. · Participate in and support governance and oversight structures (Board of Directors OTP, Treasury, Legislature) · Design, prepare and manage strategic and annual plans of the Programme and its sub-programmes. · Manage programme budget and approve programme expenditure. 3. Supervisory Responsibility shall include but not limited to · Develop the potential and capacity of programme staff. · Negotiate & resolve conflict within the programme. · Implement quality insurance standards in the Programme. · Manage and supervise programme staff. · Delegate & assign work to employees within the programme . · Maintain discipline and staff morale. 4. Programme Manager Strategic Research and Innovation (5 years contract) ECSECC is seeking to employ a suitably qualified Strategic Manager for Research, Information, and Innovation who is responsible for the efficient development, execution and management of the ECSECC’s Eastern Cape Government Research Agenda. This includes the establishment and management of the Eastern Cape Regional Observatory in collaboration with Higher Education Institutions and other research institutes and or councils. The purpose is to generate and mobilise knowledge to enable understanding of complex social, political, and ecological challenges and anticipate future change, challenges, and opportunities. The knowledge generated should inform policy choices and decisions. The Manager will provide Strategic Leadership and manage the Research, Evaluations, Innovation and Regional Observatory Function at ECSECC. 1. THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS: ECSECC and ECPG Research Agenda Management · Determining the strategic vision and plan pertaining to the Research Agenda. · Managing the implementation of the Research Agenda within the legislative and regulatory framework pertaining to the area of responsibility. · Managing and coordinating the knowledge, information, and innovation management strategy to ensure the availability and accessibility of both tacit and explicit knowledge use in the innovation process. · Leading and managing the planning processes for the Research Knowledge & Innovation. · Providing inter-programme research support and coordinating the research activities at ECSECC. Eastern Cape Regional Observatory & Innovations · Establishing and managing the Eastern Cape Regional Observatory, which is a networked, virtual partnership between government, the four universities in the Eastern Cape and research institutes beyond the boundaries of the province. The private sector and civil society should also be part of the extended network of the Regional Observatory. · Developing the Eastern Cape Regional Observatory Operating Model and systems. · Executing the Eastern Cape Regional Observatory implementation plan in collaboration with all ECSECC Stakeholders. · Undertaking transdisciplinary research aimed at addressing the complex questions of regional development and providing insights to inform policy development, program design, innovations, and implementation in the Eastern Cape. · Developing an understanding of region(s), the multiple levels of governance, and the multiple geological, ecological, and economic regions that exist within and around the political region of the Eastern Cape. · Developing the Eastern Cape Innovation Developmental Ecosystem, collaborating with existing innovation research, activities, and prototypes. Evaluations · Developing and managing a system for conducting evaluations both commissioned and initiated by ECSECC. · Establishing the requisite governance arrangements for evaluations based on the required sector stakeholders. · Ensuring ownership of the evaluation results/ recommendations through reporting them at different platforms of interested parties. · Ensuring that recommended policy changes resulting from evaluations proceed into the policy review value chain of the responsible sector. 2. Other tasks of this position are as follows: · The incumbent, as a member of the ECSECC senior management team, may be assigned additional responsibilities beyond the core requirements of this job description. · The incumbent may, from time to time, be requested to “act” on behalf of the accounting officer or other senior manager when they are unable to fulfil their responsibilities due to absence as a result of illness, suspension, termination or resignation. Such “acting” responsibilities should not be for unreasonable time periods and should not interfere with the incumbent’s responsibilities. · Similarly, when the incumbent is unable to fulfil/her responsibilities, the accounting officer may designate another senior manager to temporarily “act”. · The incumbent should ensure adequate leave planning to ensure that service delivery is not affected. 3. Supervisory responsibility shall include, but not limited to: · Developing the potential and capacity of programme staff. · Negotiating and resolving conflicts within the program · Implementing quality insurance standards in the program. · Managing and supervising program staff. · Delegating & assigning work to employees within the program. · Maintaining discipline and staff morale. 4. KNOWLEDGE, SKILLS, AND COMPETENCIES · A relevant Doctoral degree or equivalent qualification · Registration with a relevant recognized body of professionals · Within the program, the ability to contribute to service delivery systems of a complex nature and to manage the achievement of ECSECC strategies and goals. · Within the area of responsibility, the ability to formulate and influence short, medium and long-term service delivery plans to deliver on ECSECC strategies and goals. · The ability to provide supportive leadership to the accounting officer and senior management team. · Within the area of responsibility, the ability to develop and maintain strategic alliances with various stakeholders. · The ability to manage the budget preparation and implementation process and provide technical expertise in this regard. · The ability to support and implement good governance in the area of responsibility. · The ability to implement and manage the financial reporting process of the ECSECC. · The ability to implement and manage the performance reporting process of the ECSECC. · The ability to understand risk and guide the management of risk for the ECSECC within the area of responsibility. · The ability to guide the management of change for the ECSECC within the area of responsibility. · The ability to provide direction and guide project management within the area of responsibility. · The ability to support and contribute to the formulation of policy and Standard Operating Procedures by ECSECC · The ability to implement, manage and oversee the implementation of policy within the area of responsibility. · Within the area of responsibility, the ability to guide, establish and maintain appropriate stakeholder relations. · The ability to manage the supply chain management functions within area of responsibility. 5. EXPERIENCE · At least 7 years relevant experience at senior and middle management levels of which at least three years must be at senior management level. · Knowledge and experience in Research, Evaluations and Observatories · Leadership ability and management experience 6. EXTENT OF STAKEHOLDER NETWORK · ECSECC Board of Directors and their constituencies (government, private sector, civil society, trade unions and universities) · Office of the Premier and the whole of government. · Eastern Cape Legislature · Any other institution that has a relationship with ECSECC. 7. WORKING CONDITIONS · Travel throughout the Province, even to remote areas. · Travel throughout the country. · Dealing with tight deadlines and pressure. · Ability to work extended hours.
