EASTERN CAPE SOCIO ECONOMIC COUNCIL (ECSECC) The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape. Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning, and facilitation. Project Manager Eastern Cape Planning Commission (Contract till 31 March 2021) ECSECC seeks to employ a suitably qualified Project Manager Eastern Cape Planning Commission on a contract that expires on the 31 March 2021, who will be responsible for providing secretariat, technical and project management services to the Eastern Cape Planning Commission (ECPC) and ensure the popularisation and implementation monitoring of the Eastern Cape Vision 2030 Provincial Development Plan (PDP) in line with the ECPC mandate and the ECSECC Annual Performance Plan. The incumbent reports to the Programme Manager: Governance Planning Support.
• Ongoing review of the EC PDP and its five-year implementation plan.
• Carry out planning and reporting as required by the ECSECC. • Participate in programme and staff meetings. • Ensre quality standards in the deliverables and outputs. • Manage and support on operational risks. Qualifications: • An appropriate Post graduate Qualification (NQF 8) in Planning or Social Sciences or Economics or Development studies or equivalent. • A Master’s Degree (NQF 9) will be an added advantage. • Ability to provide operational and strategic direction and leadership and to assess and measure strategic decisions of against cost, quality, speed, flexibility, and dependability. • Advanced report writing and presentation skills. • Advanced project management skills and ability to manage multiple projects. • Advanced knowledge of stakeholder mobilisation and management. • Advanced knowledge of monitoring of plans. • Advanced understanding of the political and socio-economic dynamics of the Province and South Africa. • Advanced understanding of the relevant policies and legislation of provincial and national government. • Excellent interpersonal & communication skills (written & verbal). • Problem solving, analysis, and knowledge management skills. • Good computer literacy and good knowledge of information systems. • A valid driver’s license. Experience: • Minimum of 8 year’s appropriate experience in the area of Development Planning and Programme/Project Management • A minimum of 8 years of proven experience as a manager.
