EASTERN CAPE SOCIO-ECONOMIC COUNCIL (ECSECC) The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape. Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning, and facilitation. PROGRAMME MANAGER: ECONOMIC GOVERNANCE AND HUMAN RESOURCES DEVELOPMENT (Five Years Fixed Term Contract)
The responsibilities also include achievement of the following Key Outputs: • Policy advice • Stakeholder partnerships • Applied research These outputs will assist in the ensuring an inclusive economy that grows sustainably, creates decent jobs and is innovative with and educated/skilled and productive workforce and citizenry of the province. It will also ensure the development of human potential and their individual and collective agency. Focus of this role will also be on planning, implementing, monitoring and evaluation of ECSECC 5-year strategic plan, yearly annual performance plan and budgeting, as well as the quarterly and monthly work plans for the Programme. Furthermore, the Programme Manager must manage and supervise all employees within the Programme. Responsibilities include: • Provide strategic economic & HRD governance and intellectual leadership to the Programme. • Develop strategic plans and work plans of the Programme. • Manage implementation of Programme deliverables and outputs. • Manage and supervise programme staff, the programme budget and approve programme expenditure. • Establish, maintain strategic partnership between government, business, labour, civil society and Higher Education to provide applied research and analysis into economic trends in the Province, including:
Giving special attention to the following Key Economic Sectors:
• Facilitate the development of sustainable strategies and investment in the Skills Demand and Supply, and the implementation thereof. • Monitor and assess public and private investment in the provincial economy. • Collaborate with others and facilitate the development of Provincial and Regional Economic Development Strategies and ensure they cascade to local municipal level. • Create a community of practise among Economic Development Practitioners across government and social partners and support the enhancement of integration and implementation of socio-economic programmes and projects, as set out in the EC Provincial Development Plan, Provincial Industrial Development Strategy, the New Growth Path, Municipal Integrated Development Plans, LED Plans and other related priority interventions.
Other Tasks • Assist in the design and development of strategic plans of ECSECC. • Implement the Human Resource Policy and other and other policies within the Unit. • Participate in management and staff meetings. • Ensure quality standards in the Unit of all deliverables and outputs. • Supervisory Responsibilities shall include but not limited to: • Develop the potential and capacity of programme staff • Negotiate & resolve conflict within the Programme • Implement quality assurance standards in the Programme • Manage and supervise programme staff • Delegate & assign work to employees within the programme • Maintain discipline and staff morale. Qualifications and experience: • Post graduate degree in the field of economics or development planning (Minimum Master’s Degree or equivalent). • At least 6 years of operational experience with an emphasis on economic strategy development and execution. • A minimum of 8 years of proven experience as a manager. • Demonstrated technical expertise in the following areas:
• Knowledge of political economy and development institutions in South Africa broadly, and the Eastern Cape Province specifically. • Advanced understanding of planning and facilitation methodology • Knowledge of the rules and regulations of professional quality standards bodies • Understanding of the relevant (especially economic & skills) policies and legislation of provincial and national government • Excellent Programme and Project management skills. • Superb writing abilities in English (demonstrated ability to write papers, short notes, briefings, PowerPoint presentations). A working knowledge of Xhosa would be an advantage. • Proven ability to work well as part of a team. • Excellent people and team skills with proven ability to manage large and complex inter-disciplinary teams. • Advanced analytical, communication, negotiation and problem-solving skills. • Computer literacy. • A valid driver’s license.
