EASTERN CAPE RURAL DEVELOPMENT AGENCY (ECRDA) INTERNAL AND EXTERNAL ADVERTISEMENT Overview of the Entity The Eastern Cape Rural Development Agency (ECRDA) is a schedule 3C entity in terms of the Public Finance management Act, 1 of 1999 as amended, with a mandate to promote, support and facilitate rural development in the province. EXECUTIVE TRADE AND INVESTMENT PROMOTION Task Grade Level : 20 Location : Head Office (East London, Eastern Cape) Reporting Line : Chief Executive Officer Start Date : As soon as possible Duration : This is a 5 Year fixed-term contract position Main purpose of the Position: To carry out strategic management of Investment and Capital Raising, and Trade and Market Linkages for the ECRDA.
Minimum requirements: Educational Master’s degree in Developmental Finance/Investment Management Experience • 10-15 years working experience in the Development finance space • 10 years’ experience at general management level (including senior Management Experience) • Proven / evident successful operational and process management within development finance space • 5- 10 years of Investment and financial Analysis Experience Competencies Required: Knowledge • Advanced or superior knowledge and understanding of relevant policy and legislation. • Advanced or superior knowledge and understanding of Portfolio Management, impact Investing and private equity. • Advanced or superior understanding of institutional governance systems and performance management. • Advanced or superior understanding of Trade and Market Linkages, Investment and Capital Raising and delegation of powers. • Advance knowledge of risk management in investments. • Good governance. • Audit and risk management establishment and functionality; and • Budget and finance management. • Advance knowledge of FAIS RE5, RE1 and RE3 Leading Competences Assessed Advanced or Superior proficiency level on the following leading competences: • Strategic Direction and Leadership • People Management • Programme and Project Management • Financial Management and PFMA • Change Leadership • Governance Leadership Core Competences Assessed Advanced or Superior proficiency level on the following core competencies: • Conceptual & strategic thinking • Critical thinking • Capital funding raising • Negotiating and influencing • Trade and Market Linkages and Investment Structuring • Stakeholder Management • Partnership Management • Build collaborative relationships • Drive continuous improvement • Business and financial acumen • Inspires shared vision and purpose • Planning and organizing • Strong people management skill Key Performance Areas: 1. Leadership: • Participate with the CEO in developing a vision and strategic plan to guide the ECRDA, and the Division • Identify, assess, and inform the CEO of internal and external issues that affect the Division • Act as a professional advisor to the CEO on all aspects of the Division's activities • Foster effective teamwork between the CEO and the Executive, and between the Executive and staff • In addition to the CEO, act as a spokesperson for the Division • Conduct official correspondence on behalf of the CEO as appropriate and jointly with the CEO when appropriate • Represent the Division at ECRDA activities to enhance the profile of the role of the Division In order to ensure that appropriate strategic leadership is provided to the Division to carry out its business 2. Operational Planning and Management: • To provide strategic vision, leadership, and management of all investment management and enterprise development activities • Manage and coordinate all investment management and enterprise development-related functions to ensure the entity delivers on its mandated objectives. • Develop strategic formulation, implementation, review, and adaptation • Develop and implement functional relationships with other local and international financial institutions such as DFIs, asset owners, and fund managers • Lead a dynamic team of professionals 3. Programme planning and management: • Oversee the planning, implementation and evaluation of the Division's programmes and services • Ensure that the programmes and services offered by the Division contribute to the ECRDA's mission and reflect the priorities of the Board • Monitor the day-to-day delivery of the programmes and services of the Division to maintain or improve quality • Oversee the planning, implementation, execution and evaluation of special projects In order to ensure the overseeing of programmes and projects, and management of implementation 4. Investment and Capital Raising and Enterprise Development Strategy: • Develop and implement investment strategy and initiatives • Monitor and manage investments sourced out • Create and manage relationship with potential investors • Identify potential investors and form relationships • Mobilisation of Capital • Fundraising and resource leveraging and mobilisation 5. Trade promotion Framework: • Develop and manage a framework that will promote trade for ECRDA • Create a conducive environment that would promote ECRDA Trade Initiatives • Promote and Market ECRDA as a Trade destination for potential investors In order to ensure strategic management of Trade Promotion for the ECRDA 6.
