HUMAN CAPITAL MANAGER Centre : HEAD OFFICE Level : DU Purpose: Reporting to the ED: Corporate Services, the Human Capital Manager is responsible for managing and implementing a generalist Human Resource “one-stop” service to the Head Office, regions and reserves and implementing organizational improvement projects. The incumbent will manage and oversee Recruitment, Selection and Placement; Employee Benefits and Human Resources Administration; Performance Management; and Organisational Development functions for the Eastern Cape Parks & Tourism Agency. Requirements: • A three-year tertiary Degree or Postgraduate qualification in Human Resources. • Five years’ relevant experience in middle management in Human Capital Management. • Code EB driving license Key Performance Areas: • Remuneration & Benefits: Development and implementation of a sound remuneration strategy and philosophy for the ECPTA; Develop a mandate for Remuneration; Advise on remuneration increases; Develop salary scales on market related information; Implement Bargaining and non-bargaining increases; Ensure benefit structure is appropriate for Eastern Cape Parks & Tourism Agency and efficient management of the claims process. • Recruitment: Oversee and ensure efficiency of entire recruitment process; Ensure Compliance with internal procedures and legislation. • Performance Management: Ensure compliance with the performance management policy, calculate performance bonuses at the end of the financial year, ensure all staff of Eastern Cape Parks & Tourism Agency have valid performance contracts, and ensure all staff have been assessed bi-annually. • Organisational Development: Manage projects related to Human Resource initiatives; Plan, approve and consult with representatives, unions and staff; Implement Organisational Development projects. • Human Resource Policy Development: Develop and review policies related to leave, subsistence and traveling (S&T), relocation, remuneration, performance management, staff retirement and recruitment. • Management: Lead, manage and monitor the performance of Human Capital Administration Supervisor, Employee Benefits Specialist and Human Capital Officers. SECURITY MANAGER: 4 YEARS 7 MONTHS FIXED TERM CENTRE: GREAT FISH RIVER NATURE RESERVE BAND: D LOWER Purpose The Security Manager will manage the law enforcement, security and control room and associated technological infrastructure of the reserve through goal orientated management that is aligned with the conservation objectives of the protected area. Requirements • 3 (three) year tertiary qualification in Nature Conservation / Environmental Management • 5 (five) years experience with an emphasis on Law Enforcement, Security and Conservation Management. • Proficient in Microsoft Office and GIS • Firearm Competency Certificate • EMI Certificate • Driver Licence Code 8 • No Criminal Record • Counter poaching experience will be an added advantage Key Performance Areas • Financial Management: Facilitate the Procurement specialist goods in accordance with SCM Policy. • People Management: Manage the performance of subordinate staff. • Biodiversity and Heritage Management: Provide specialist input towards Develop of subsidiary plans to offset risk to biodiversity. • Law Enforcement: Assist with the identification of thresholds of potential concern and develop mitigation methods. • Stakeholder Management: Participate in Liaison Forums to discuss management issues. • Strategic Management: Assist in the implantation of Species Management Plans for priority species.
