BIODIVERSITY STEWARDSHIP FACILITATOR (3 – YEAR FIXED TERM CONTRACT) Centre : Head Office (East London) Level : C – Upper Purpose Reporting to the Stewardship Manager, the Biodiversity Stewardship Facilitator will facilitate protected area expansion through stewardship, with particular emphasis on state land and areas under private land tenure. Requirements • A three-tertiary qualification in Conservation Management, Environmental or Social Sciences, as well as 5 (five) years’ experience in biodiversity conservation or land use planning. • Demonstrated effectiveness in working with landowners, government agencies, NGOs and other institutions. • GIS skills an advantage. • Driver’s license. • 4×4 driving experience is essential. • Own vehicle is essential. Key Performance Areas • Stewardship: Identify the relevant stakeholders involved in identified areas for protected area expansion. Engage with landowners and institutions in priority areas for PA Expansion in the Eastern Cape to identify opportunities for stewardship, assignment and/or co-management. Coordinate site assessments and development of management plans and business plans. Facilitate negotiation, drafting and signing of stewardship agreements. Ensure that requirements for formal declaration are met. Provide on-going stewardship extension support and monitoring. Requirements • MSc Degree in Environmental Management or relevant equivalent. • Minimum of 5 (five) years’ (post qualification) environmental management and conservation experience. • IAIASA, EAPASA Registration. Be registered or in the registration process with EAPASA and IAIASA. • Valid driver’s license. • GIS skills Key Performance Areas • Environmental Impact Assessment: Monitor Environmental Impact Assessments (EIA) projects around the protected areas and conduct initial assessment to ascertain relevance of EIA project to organisation and protected areas. • Participate in EIA processes that affect the buffer of existing provincial nature reserves and protected areas expansion priority areas. • Review EIA reports from independent consultants, provide comments and recommendation around EIAs. • Advisory Services: Provide environmental advice and recommendations to reserve managers, protected areas expansion, infrastructure development unit and project leads regarding relevant environmental legislative requirements. • Protected Area Management Planning: Provide environmental input into the development, reviewing and updating of protected area management plans. Develop and review environmental guidelines, policies and standard operating procedures. • Stakeholder Management: Collaborate and cooperate with relevant stakeholders and entities in the development and updating of relevant policies and legislation relating to Environmental management. Engage with municipalities on environmental planning processes and regulatory authorities on regulatory decision-making processes, ensure that protected areas are incorporated into municipal planning processes. • Administration and reporting: Prepare and submit quarterly reports and manage the budget for project related activities. Requirements • A Master’s degree in the field of Natural Sciences (Environmental Sciences/Conservation, Ecology, Zoology, Botany, etc.) is required. • 10 years relevant experience with a minimum of 5 years in a management position is a prerequisite. • Project Management will be an added advantage. • Valid driver’s license. Key Performance Areas • Establishment and declaration of the Offset Areas: Negotiate offset areas with local communities and declare offset areas. • Rehabilitation and management of declared sites: Ensure that the integrated rehabilitation plan is effectively implemented and facilitate the adherence to law compliance and enforcement. • Community Beneficiation and skills development: Identify and develop opportunities for SMME’s and community beneficiation projects. • Project management (Oversight, quality and compliance): Ensure Audit reports are completed as per agreement. Ensure that deadlines are achieved and that the project remains on schedule. • Stakeholder Management: Build and maintain relationships with key internal and external stakeholders. • People management: Establish optimum human resource requirements and recruit staff as necessary.
