To manage this process, appropriately qualified and experienced persons are invited to apply for the following positions:- BUDGET AND TREASURY DEPARTMENT MANAGER EXPENDITURE REMUNERATION: R589 431.89 pa (T16.1) REQUIREMENTS: Matric and Bcom Accounting as a major subject (NQF7), Member of professional body(SAIPA-SAISA or ACCA), CPMD will be an added advantage, five (5) years municipal finance experience of which three (3) years must be at middle management level as an accountant. KEY PERFORMANCE AREAS: Develop and implement Expenditure Policies and procedures, manage and control the expenditure department including the budget office through, sound and accountable cash flow management, costing services, maintain Grant Register, prepare statistical reports for Management, Provincial and National Treasury, scrutinise and authorise expenditure transactions and salary runs, administer Supply Chain Management Process in line with SCM Policy and regulations, provide and guide on the budget, financial reporting on expenditure processes, manage and control the implementation of budget policies, systems and procedures, financial statement process. Administer budgeting process, planning, compilation and reporting, overall budget control, reconciliation and control accounting procedures, prepare and compile annual financial statement and implement procedures, systems and controls to ensure compliance to all relevant accounting standards. Ensure that the GRAP and National Treasury standards and guidelines be implemented with regard to budget, reporting and virement process. Ensure compliance with the budget and reporting regulations and External Auditors, other local authorities, and consultants. Manage and control the personnel in the Expenditure Department. Report to Chief Financial Officer and Council on the functioning of the sec?on, in relation to legislative compliance and implementation of Council policies and administrative procedures. PLANNING AND DEVELOPMENT DEPARTMENT MANAGER TOWN PLANNING REMUNERATION: R589 431.89 pa (T16.1) REQUIREMENTS: Degree in Town and Regional Planning. Registration as a professional Planner in accordance with the Planning Professions Act 32 of 2000. Code EB driver’s license. Five (5) years’ experience of which three (3) years must be at middle management level as an Development Planning experience. KEY PERFORMANCE AREAS: Identifies, defines, aligns ad implements key requirements associated with the Development Planning functionality by Keeping abreast with changes in socio-economic trends, environmental demands and legislation impacting and influencing Development Planning. Evaluating and commenting on the applicability of specific key performance indicators, measure and financial provisions against outcomes detailed in the Departments Business and Strategic Plans and /or the Organisation Integrated Development Plan. Presenting a conceptual framework of current and future interventions necessary to achieve acceptable levels and standards of service delivery to immediate superior for term performance and service delivery to immediate superior for term performance and service delivery plans. Assessing the adequacy of current systems (Land Use Management) to evaluate and report accurately on functional aspects and formulating proposals to support improvement initiatives and interventions. Researching and identifying with the need to amend developmental planning policies and schemes and, preparing and forwarding drafts for comments prior to submitting for consideration and adoption.
