RESPONSIBILITIES: Ensuring that the Supply Chain Management policies are in place and aligned to legislative requirements. Co-ordinates the implementation of functional procedures, systems and controls associated with the key performance areas. Providing guidelines/ guidance to personnel on the application of procedures. Checks and verifies compliance to procedural requirements prior to the processing transactional information. Executes applications and processes associated with the recording and reconciliation of accounting records. Develop and maintain a Demand Checklist. Prepare a schedule of bid committees meeting and provide secretariat duties. Prepare procurement plans. Submit a monthly deviation on SCM processes report. Prepare an analysis of the suppliers annually. Compile a report on performance service providers which are on long term contracts for the Annual report purposes. Ensure management of risks in a pro-active manner and the provision of adequate cover for residual risks. 2. POST: ASSISTANT MANAGER: ASSETS MANAGEMENT SALARY: R 523 075, 20 per annum (Task Grade 15/1) REQUIREMENTS: Grade 12, B-Com in Accounting or equivalent qualification at NQF level 7. Sound knowledge of the MFMA, Treasury Regulations, and other related legislations. 4 years' relevant experience. Achievement of the Minimum Competency Level in terms of the National Treasury: Local Government, MFMA: Minimum Regulation on competency Level, Gazette No 29967 issued on the 15 of June 2007 or completed articles will be an added advantage. Knowledge of the Case Ware system will also be an added advantage. Computer literacy. A valid driver's license. RESPONSIBILITIES: Manage and report on Council assets. Ensure that compilation of the asset registers in terms of GRAP 17. Ensure all Municipal assets are insured. Review the reconciliation of asset registers and general ledger. Prepare Property, Plant and Equipment reconciliation and notes on the Annual Financial Statement. Safeguard the municipal assets. Review the depreciation run on a monthly basis. Review the reconciliation of the stock control account. Stores: ensure that all stock and stock movements are managed, controlled and recorded. Ensure the proper process of unbundling of all infrastructure assets in accordance with GRAP standards. Support and contribute to the review of policies. DEPARTMENT: ADMIN AND CORPORATE SERVICES 3. POST: ASSISTANT MANAGER: RECORDS MANAGEMENT AND ARCHIVES SALARY: R 523 075,20 per annum (Task Grade 15/1) REQUIREMENTS: Grade 12, B-Degree in Archive studies/Administration/information science/records management or information management. Post graduate qualification or Records management course offered by the National Archives and Records Services of South Africa will be an added advantage. 5 years records & Achieve supervisory experience, preferably in local government. Knowledge of local government operations and its legislations. Computer literacy and Valid driver's license. RESPONSIBILITIES: Establishing proper management and monitoring system for record Management. Developing relevant policies and procedures of record management system. Ensuring compliance with pieces of legislations dealing with record management and archives. Providing administrative support pertaining to record management system. Controlling accessibility to records files. Developing procedures for disposal of records. Developing, maintaining, verifying and evaluating existing systems for record management. Supervision and personnel management under Unit: Records management. Providing advice, writing reports and publications, providing training to staff that have responsibility for managing records.
