The applicant must have: ▪ A Master’s degree or equivalent preferably in Education, Humanities and /or Social Sciences (a PhD would be an added advantage). ▪ A minimum of five (5) years’ relevant and demonstrable experience in Higher Education and/or Quality Assurance. ▪ Three (3) years of Management experience, preferably in a university or science/quality council. The key areas of competence required for this position include: appropriate knowledge of the higher education system and current higher education policy, including the Higher Education Qualifications Framework, preferably experience that is relevant to quality assurance; well-developed skills in analysing ,well-developed skills in report writing ,good inter-personal skills, and the capacity to coordinate and guide the work of the Directorate’s staff; high-level skills in communicating with relevant stake-holders in quality assurance; high-level of digital literacy and familiarity with management information systems. The Research, Monitoring and Advice (RMA) Programme is responsible for conducting research and collating information on developments in higher education and publishing the information for the benefit of the higher education sector and its stakeholders. It also undertakes research that informs advice to the Minister of Higher Education, Science and Innovation, in accordance with the advisory mandate of the CHE. Such research includes monitoring and evaluation. The Programme furthermore convenes research conferences, colloquia, seminars and symposia to provide platforms for intellectual engagements on topical issues that have a bearing on the higher education sector. It similarly produces discussion papers referred to as Briefly Speaking to stimulate sector-wide discourses on contemporary national and/or global issues. Reporting to the Director: National Standards and Reviews, the successful candidate will then have the ability to perform at the level of a Senior Manager in the following areas: • Contributing to the development and implementation of the frameworks, structures and processes for the development of qualifications standards offered by higher education institutions and national reviews of programmes • Implementation of standards development and national review projects and activities, as well as oversight of the relevant administrative functions • Liaison with higher education institutions, professional bodies, academic associations and other relevant parties • Compilation, analysis and reporting on data and information related to standards development and national reviews; and conducting research in these areas • Supervising and managing relations with and between personnel employed in the directorate • Managing and monitoring the strategic plans and the budget of the directorate.
