COUNCIL ON HIGHER EDUCATION (CHE)
The South African Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act (Act No. 101 of 1997, as amended). As the Quality Council for Higher Education in terms of the National Qualifications Framework Act (NQF Act No. 67 of 2008, as amended), it advises the Minister of Higher Education, Science and Innovation on all higher education matters and is responsible for quality assurance and promotion through the Higher Education Quality Committee (HEQC). The National Standards and Reviews Portfolio is responsible for: • the development of thresholds standards for qualifications to serve as benchmarks that guide the development, implementation and quality assurance of programmes leading to qualifications on the HEQSF; and • the use of the standards in the evaluation of existing learning programmes in specific subject fields, qualification types and qualification levels across all higher education institutions that offer the learning programmes. Applications are invited from interested and suitably qualified candidates for appointment to the following position: DIRECTOR: NATIONAL STANDARDS AND REVIEWS TOTAL COST OF EMPLOYMENT PACKAGE R1 590 747.00 PER ANNUM The CHE seeks a person with appropriate experience and expertise to be appointed to this position. The successful candidate will report to the Chief Executive Officer (CEO). Key Responsibilities • Providing strategic, intellectual, and thought leadership to the National Standards and Reviews portfolio within the CHE, including through enabling and/or supporting research in this area. • Developing and maintaining National Standards and Reviews policies, strategies, frameworks, and protocols in line with broader CHE strategic objectives and frameworks. • Leading the development of Qualification Standards in identified priority areas. • Leading the conceptualisation and implementation of National Reviews based on national benchmark Standards. • Liaising with stakeholders on the development of qualification standards and on the implementation of national reviews. • Organising intellectual engagement events such as conferences, colloquia, workshops, seminars, and other fora to promote quality delivery of programmes and qualifications in higher education, including through the use of qualification standards and qualification reviews. • Overseeing and guiding the preparation of review reports and comprehensive national review reports for use by the higher education sector and which contributes to the advice function of the CHE. • Conceptualising, designing, developing, planning, and managing projects and activities within the portfolio, to ensure effective and efficient delivery of outputs of highest quality. • Preparing budget bids for all projects and activities within the portfolio annually, following the budgeting guidelines, processes, and procedures of the organisation. • Managing finances and assets allocated to the portfolio in accordance with the relevant policies, processes, and procedures. • Managing human resources attached to the portfolio in accordance with the relevant policies, processes, and procedures. • Actively participating in the processes of strategic and annual performance planning, and in the implementation of the strategic and annual performance plans of the organisation, as part of the CHE Management collective. • Serving in internal management structures and contributing towards creating and maintaining an organisational climate that is conductive to operational excellence. • Representing the CHE at relevant national and international forums. • Engaging and liaising with stakeholders in a manner that promotes and enhances the work of the CHE. • Performing other duties as would be assigned from time-to-time by the Chief Executive Officer. Important note: The CHE is currently preparing for the full implementation of its new Quality Assurance Framework (QAF). The appointed person is expected to contribute to the preparations, including through the development of the required protocols, manuals, and systems. The implementation of the QAF also requires a revised organisational structure to enable its integrated implementation. This may result in a change in the responsibilities and work of CHE Directors, including the Director who will be appointed to this position. Minimum Requirements • Doctoral degree from a recognised higher education institution. • In-depth knowledge and understanding of the post-school education and training (PSET) system, the higher education sector, and the important role that the CHE plays in it. • Knowledge of qualification frameworks, and high-level understanding of the National Qualification Framework (NQF) in general, and the HEQSF, and of policies related to the HEQSF. • Good understanding of the higher education policy and legislative frameworks. • Eight (8) years demonstrable management experience acquired in a higher education environment and/or a qualifications framework environment, five (5) years of which should be at Senior Management level, and which should include financial and people management experience. • Experience in leading and/or participating in quality assurance and management activities, such as quality reviews, quality audits, programme accreditation, programme and curriculum design and development, and capacity development activities at institutional and/or sectoral level. • Knowledge and experience of planning, monitoring and evaluation, and ability to lead and implement data-driven quality assurance and improvement initiatives institutional and/or sectoral level. • Experience in communicating and/or interacting with other regulatory authorities such as SAQA, DHET and Professional bodies. • High level academic writing, analytical and presentation skills. • Excellent project management skills. • All-round proficiency in computer skills, with knowledge and experience of data management and data analysis as a recommendation/further advantage. The successful candidate will report to the Chief Executive Officer (CEO). Key responsibilities ▪ Providing strategic, intellectual, and thought leadership to the Management of the HEQSF portfolio within the CHE, including through enabling and/or supporting research in this area. ▪ Conceptualising, designing, developing, planning, and managing projects and activities within the portfolio, to ensure effective and efficient delivery of outputs of highest quality. ▪ Overseeing the further development and management of the HEQSF; and the development of policies, guidelines and frameworks that are intended to guide and facilitate the effective implementation of the HEQSF. ▪ Organising intellectual engagement events such as conferences, workshops, and seminars to promote the HEQSF in higher education. ▪ Overseeing and monitoring the implementation of planned projects and activities within the portfolio, and reporting the progress to relevant structures internally, and to external structures as appropriate. ▪ Contribute to the development of qualification standards. ▪ Liaising with stakeholders on qualification registration. ▪ Developing and maintaining a comprehensive database for all accredited and registered HEQSF-aligned higher education qualifications offered by institutions, the associated educational programmes, student enrolments and achievements, and for uploading required information to the National Learner Records Database. ▪ Develop and nurture partnership agreements with relevant organisations, including professional bodies to support the quality delivery of HEQSF qualifications and programmes. ▪ Support the implementation of the Quality Assurance Framework. ▪ Preparing budget bids for all projects and activities within the portfolio annually, following the budgeting guidelines, processes, and procedures of the organisation. ▪ Managing finances and assets allocated to the portfolio in accordance with the relevant policies, processes, and procedures. ▪ Managing human resources attached to the portfolio in accordance with the relevant policies, processes, and procedures. ▪ Actively participating in the processes of strategic and annual performance planning, and in the implementation of the strategic and annual performance plans of the organisation, as part of the CHE Management collective. ▪ Serving in internal management structures and contributing towards creating and maintaining an organisational climate that is conductive to operational excellence. ▪ Representing the CHE at relevant national and international forums. ▪ Engaging and liaising with stakeholders in a manner that promotes and enhances the implementation of the HEQSF. ▪ Performing other duties as would be assigned from time-to-time by the Chief Executive Officer. Minimum requirements • Doctoral degree from a recognised higher education institution. • In-depth knowledge and understanding of the post-school education and training (PSET) system and the vital role that the CHE plays in it. • Knowledge of qualification frameworks, and high-level understanding of the National Qualification Framework (NQF) in general, and the HEQSF in particular. • A combination of at least eight (8) years’ demonstrable experience in 2 or more of the following: a) curriculum development and/or review. b) preparing or evaluating institutional applications for the accreditation of programmes. c) aligning programmes to the HEQSF at institutional or at national level. d) evaluating programmes for the CHE. e) involvement in quality assurance activities at institutional level or national level. f) involvement in national CHE-led quality assurance activities. g) involvement in programmes of regional and/or international quality assurance networks. h) involvement in quality assurance and/or qualification framework work of professional bodies. i) Data systems planning and data management. j) Oversight on higher education institutions to ensure adherence to, and quality delivery of mandates, including through monitoring and evaluation of policies and plans. k) Conceptualising and implementing capacity development programmes and activities in higher education. • Six (6) years demonstrable management experience acquired in a higher education environment and/or a qualifications framework environment, three (3) years of which should be at middle management level. • High level academic writing, analytical and presentation skills. • Demonstrable track record of organising intellectual engagement events such as conferences, workshops, and seminars. • Good understanding of the higher education policy and legislative frameworks. • Good understanding of the roles of professional bodies in the post-school education and training (PSET) system. • Excellent project and operational management skills. • Proficiency in computer skills, including the use of statistical data analysis packages. • Financial and human resource management experience.
