The South African Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act (Act No. 101 of 1997). As the Quality Council for Higher Education in terms of the National Qualifications Framework Act (Act No 67 of 2008) it advises the Minister of Higher Education and Training on all higher education issues and is responsible for quality assurance and promotion through the Higher Education Quality Committee (HEQC). Applications are invited from interested and suitably qualified candidates for appointment to the following position: POSITION: SENIOR MANAGER DIRECTORATE: INSTITUTIONAL AUDITS TOTAL COST OF EMPLOYMENT PACKAGE: R1 162 200.00 The Institutional Audits Directorate is responsible for assessing quality assurance systems and promoting quality enhancement in higher education institutions. Reporting to the Director: Institutional Audits, the successful candidate will be responsible for the following: Contribute to the design and development of new institutional quality assurance processes; develop project plans for carrying out institutional quality assurance; manage logistical aspects of institutional quality assurance processes, including liaising with higher education institutions; contribute to and support the quality enhancement work of the directorate; assist with directorate administration, including managing of staff and budgets; write and review reports, papers and other documents and give presentations; conduct research relevant to the work of the directorate; keep abreast of developments in higher education and the policy environment relevant to the directorate; participate in internal and external meetings and forums relevant to the directorate’s work; perform other duties as would be assigned from time-to-time by the Director. Important note: The CHE is currently preparing for the full implementation of its new Quality Assurance Framework (QAF). The appointed person is expected to contribute to the preparations, including through the development of the required protocols, manuals, and systems. The implementation of the QAF also requires a revised organisational structure to enable its integrated implementation. This may result in a change in the responsibilities and work of CHE staff, including the Senior Manager who will be appointed to this position. The successful candidate should have: A Master’s degree in a relevant discipline (a PhD would be preferable), a minimum of 5 years of undergraduate university teaching, academic development and/or quality assurance experience at a higher education institution, knowledge of institutional structures and processes at one or more higher education institutions, familiarity with quality assurance processes including the Quality Assurance Framework, at least 3 years of experience with managing large projects, at least 2 peer-reviewed publications. Reporting to the Director: Accreditation, the successful candidate will be responsible for the following: Leading the conceptualization, planning, training and implementation of projects, collaboration initiatives and processes within the Accreditation Directorate. Management of site visits, relocations and extensions and coordination of Communities of Practice teams. Overseeing reporting to SAQADHET, including bilateral engagements between the stakeholders. Manage complex queries, stakeholder’s complaints and legal challenges. Training and capacity development initiatives for the Directorate. Supporting the Director in managing developments and maintenance of the HEQC online/QAFMIS system. Providing leadership regarding the knowledge management function of the Directorate, including institutional profiles. Active participation in international, national and external activities to promote the scholarship of higher education, including QA. The successful candidate should have: A Master’s degree with a minimum of 5 years’ experience in teaching and learning, education management and/or quality assurance in a higher education environment. A minimum of 2 years’ experience in management is a requirement. A Doctoral degree will be an advantage. Experience in project management, knowledge information, information systems, curriculum design and development will be an added advantage.
