Reporting to the Director: National Standards and Reviews, the successful candidate will then have the ability to perform at the level of a Senior Manager in the following areas: Contributing to the development and implementation of the frameworks, structures and processes for the development of qualifications standards offered by higher education institutions and national reviews of programmes; • Implementation of standards development and national review projects and activities, as well as oversight of the relevant administrative functions; • Liaison with higher education institutions, professional bodies, academic associations and other relevant parties; • Compilation, analysis and reporting on data and information related to standards development and national reviews; and conducting research in these areas; • Supervising and managing relations with and between personnel employed in the directorate; • Managing and monitoring the strategic plans and the budget of the directorate. The successful candidate should have: A Master’s degree (a PhD would be an added advantage) and a minimum of five years’ experience working in the higher education environment; in particular, standards development, programme reviews/evaluation, and/or quality assurance. Competencies (Knowledge/Skills/attributes): The candidate must demonstrate the following competencies; Knowledge of the higher education system and higher education policy, in particular, the role of the Quality Councils in the context of the National Qualifications Framework, including the Higher Education Qualifications Sub-Framework; excellent research, analytical and writing skills; excellent project management, co-ordination, communication and organisational skills; excellent interpersonal skills; the ability to manage and work in a team; the ability to perform multiple tasks, work under pressure to meet tight deadlines. MANAGER DIRECTORATE: PROGRAMME ACCREDITATION TOTAL COST OF EMPLOYMENT PACKAGE R697 011.00 – R808 917.00 PA (inclusive of benefits) The Programme Accreditation Directorate is responsible for the accreditation of new programmes submitted by public and private higher education institutions as well as the re-accreditation of existing programmes offered by private providers. Reporting to the Senior Manager: Projects, the successful candidate will be required to: Manage the coordination and processing of applications related to programme re-accreditation and programme reviews; Responsible for the administration and logistics of the Accreditation Committee and Higher Education Quality Committee; Manage the logistics for site visits and cluster evaluations linked to re-accreditation; Control and monitor the quality and flow of processing of re-accreditation applications and communication of outcomes to institutions linked to re-accreditation, the HEQSF, complaints and site visits; Design and develop effective and efficient procedures, practices and workflows to ensure smooth running of the function; Participate in planning, support, training and development activities of the directorate; Manage responses to re-accreditation and related queries and complaints within agreed timeframes; Support the Senior Manager with the implementation of the relevant Committee decisions; Manage the peer evaluator process for selected applications. The successful candidate should have: An Honours Degree, preferably in Education/Social Sciences (a Master’s degree will be an added advantage), and a minimum of two years’ experience working in a higher education environment. Experience and knowledge of the higher education regulatory environment, project management, and quality assurance will serve as recommendations. Competencies (Knowledge/Skills/attributes): The candidate must demonstrate the following competencies; Knowledge of quality assurance and the project management; data management sound organisational skills; high level of analytical skills; ability to conduct basic research and synthesise large amounts of information into reports; ability to manage projects and work in a team; excellent writing and computer application skills; sound interpersonal and communication skills.
